On Saturday at approximately 1431, I Ptl D Kimbell responded in a non emergency mode to 130 E TAYLOR ST, Jerry’s Shell Station, which is located within the City of Griffin Spalding County Georgia, to a report of a hit and run.

Upon arrival I activated my body camera.

I made contact with [VICTIM #1] who stated that he was involved in a hit and run. He stated that the incident took place on SR92 at Ellis Rd. He stated that while he was stopped at the light, a vehicle (Ga Tag [REDACTED]) hit the back of his vehicle. He stated that while checking to see if the vehicle was damaged, he signaled for the driver to pull over. He stated that the driver failed to pull over and fled the scene. [VICTIM #1] stated that it was a white male wearing a black shirt driving the other vehicle. He stated that he followed the vehicle to get the tag number and decided to pull into Jerry’s Shell.

I did observe paint transfer on [VICTIM #1]’s vehicle.

I made contact with the registered owner, [WITNESS #1], who stated that her daughter was driving her vehicle. She stated that her daughters name is Kathleen Wiggin. She stated that she would attempt to get in contact with her and have her call dispatch to meet with me. She stated that Wiggins works at Applebee’s which I checked and she was not there.

[WITNESS #1] stated that Wiggins in changing from a female to a male, that she has facial hair and could be recognized as a male.

About an hour went by and I called [WITNESS #1] back to see if she got in contact with Wiggins. She stated that she still has not got in contact with her. I advised her that it is important that I speak with her in regards to this incident to keep trying. Several more hours went by and still no contact was made by Wiggins.

I attempted to call all throughout the day since the incident occurred and got no response.

I checked the status of Wiggins license and found out she has a suspended license for FTA as of 3/22/2023.

I will be obtaining warrants on Wiggins for Hit and Run, Following to Closely, and Driving on Suspended.
