On March 11, 2026, at approximately 07:54 hours I, Deputy R. Carr, responded in a non-emergency mode to [100 BLOCK] Ira Dr in reference to the report of a rape.
Upon my arrival, I had a male subject start approaching me, I made contact with him and identified him as [VICTIM #1] (B/M DOB:/1991). While I was speaking [VICTIM #1] to get information from him a female subject later identified as Kireonna Thompkins (B/F DOB:/2007) started approaching us. [VICTIM #1] advised me that he heard the 911 call that Thompkins made and stated that he knows she stated that they had just started talking yesterday but they had been talking since Sunday March 8, 2026.
While [VICTIM #1] was talking to me about his side of things Thompkins approached and began telling [VICTIM #1] to “shut the fu*k up” I advised her to stop and walk back toward the porch while I spoke to [VICTIM #1], At this time Thompkins made the statement that she was the one who called and I advised her that I would come speak to her in a just a minute. After telling Thompkins to walk away she went and got on the phone with an unknown subject while I continued speaking to [VICTIM #1].
[VICTIM #1] advised me that he and Thompkins had been talking through text and on Instagram since Sunday. On March 10, 2026, he had invited her over to his mother’s home and he helped her get a Lyft ride from the Marta bus stop by the Clayton County Justice Center. [VICTIM #1] stated that Thompkins had been at the residence since approximately 20:00 hours on March 10, 2026. [VICTIM #1] stated that he had given Thompkins a back massage and cuddled with her last night and this morning at approximately 02:00 hours she had stuck her butt in the air while he was rubbing on her thighs, and he moved his face closer to her vag*nal area. [VICTIM #1] stated that he waited a few seconds before he began performing oral sex on Thompkins and she never told him to stop or told him no or even pushed him away, [VICTIM #1] stated that she pushed her butt closer to him. [VICTIM #1] then stated that after performing oral he and Thompkins never took it any further.
[VICTIM #1] then stated that at approximately 07:00 this morning Thompkins want him to rub her back and he said no and then she got mad and told him he need to get her a ride back to Clayton County. [VICTIM #1] then advised her that he did not enough money to get her back to Clayton County and she started arguing with him about the situation. [VICTIM #1] then told Thompkins she could not stay there while he was not there and that he would call the police to help with a solution. After [VICTIM #1] stated that he would call the police Thompkins then called and stated that he forced himself onto her.
Due to the attitude from Thompkins toward myself, when Deputy McVey arrived on scene I asked him to go interview Thompkins, Deputy McVey was advised to complete a supplemental report. After Deputy McVey spoke with Thompkins, I contacted Investigator K. Roberts and advised her of the call. Investigator Roberts arrived on scene, and I turned the investigation over to her.
After Investigator Roberts concluded her investigation, I took Thompkins into custody by placing her hands behind her back placing her in handcuffs checking them for fit and double locking them. I then placed Thompkins in the rear seat of my patrol car and transported her to the Spalding County Jail and turned her over to jail staff. I checked my rear seat before and after transporting Thompkins to the Jail. The case was turned over to CID, so I did not obtain warrants for Thompkins.
