On May 16th, 2026, I, Deputy Chandler, responded in non-emergency mode to [100 BLOCK] Kendall Dr regarding a subject that was possibly pointing a firearm at others.

Prior to my arrival, I was advised by dispatch that the subject was still armed with the firearm and pointing it at the complainant.

When arriving in the area of Kendall Dr. and Glory Rd. I saw 2 individuals standing beside a red and white dirt bike and a black dirt bike, pointing from the stop sign located at the end of Kendall Dr. to the first house on the left when you pull onto Kendall. I saw a Black male and a Black female standing in the driveway of [100 BLOCK] Kendall Dr. I approached the driveway from a tactical standpoint, angling my car to provide cover if necessary, then got out, drew my county-issued Glock 17 (serial #BEZM732), and aimed it safely at the subject while accounting for the backdrop.

I instructed the subject to show me his hands, and he complied. I then ordered him to get on the ground, which he also did without resistance. After that, I approached him tactically, holstered my weapon, and disarmed him of the firearm he was carrying.

After the firearm was removed from the subject, I advised him that he could stand up, and I began to explain to him why I disarmed him for both of our safety and that he was not under arrest.

We began speaking about the incident that had occurred and why we were called out, and he began to explain that the subjects that called were driving their dirt bikes up and down the road while he, his wife, and his daughter were walking and nearly hit his wife and daughter.

He said to me that after the subjects nearly hit his wife and daughter, he made them move away from the road, and he put himself in between the other subjects and his family.

He advised me that he did have his firearm on him at this time, but he did not draw the weapon.

I later identified him as [VICTIM #1] (B/M, DOB /1988) and his wife [VICTIM #2] (B/F, DOB /1987).

While I was speaking with [VICTIM #1] and [VICTIM #2], Deputies Whitmer, H. Dix, and T. Walker had been speaking with the complainant and came over to speak with me in regard to hearing both sides of the story.

Deputy Whitmer advised me that the subjects had stated that they were just riding their dirt bikes off of the roadway in the ditches, and they stated that [VICTIM #1] just came outside and pointed the gun at them.

I stated that I had a hard time believing this, as if someone were to point a firearm at you, normally people would vacate the area completely, but these subjects went approximately 45 yards and stood by at the stop sign at the intersection of Kendall Dr. and Glory Rd.

Deputy Whitmer also made the observation that there were no tire marks in the ditch that would imply that the subjects were riding off of the roadway.

Speaking more with [VICTIM #2], she showed me and Deputy Whitmer the video she took where you can see [VICTIM #1] standing by the road on his property with his firearm holstered and the two subjects driving the dirtbikes back and forth in front of his property.

Two neighbors also walked down while speaking with [VICTIM #1] and [VICTIM #2].

[WITNESS #1] (W/F DOB /1976) and [WITNESS #2] (W/F DOB /2004).

[WITNESS #1] advised me that this is an ongoing issue; the other two subjects have been driving their dirt bikes back and forth trying to intimidate the neighborhood. She advised me that it happens nearly every day and that [VICTIM #1] and [VICTIM #2] stay to themselves and the other subjects are the ones that start these confrontations by driving their dirt bikes at all hours of the day.

I discussed both sides of the story with Deputy Whitmer, explaining that the neighbor’s testimony, along with video footage showing [VICTIM #1] merely standing in his yard and seemingly protecting his family, indicated that the complainant was at fault. Additionally, there was no evidence to support the claim that [VICTIM #1] pointed the firearm at anyone. The video proving that the subjects were in fact driving on the roadway and appeared to be attempting to intimidate [VICTIM #1] and [VICTIM #2] and their daughter proves that they had already lied to Deputy Whitmer, H. Dix, and T. Walker.

Deputy Whitmer and I walked back over to the complainant, who was later identified as Mickey Dozier (B/M DOB /1972). I began to speak with him and started to ask him questions, and he began to become irate and start talking about another incident where [VICTIM #1] had his rifle out. I advised him that I was here to talk about this incident and tried to get him to tell me what happened, and he began to walk away. Both Deputy Whitmer and I advised him he was not free to go at this point. He stopped and became even more irate, and before anything became physical and observing his state, I decided to detain him in handcuffs to prevent any further incident occurring. While placing him in handcuffs behind his back, he began to pull away, and Deputy Whitmer assisted with handcuffing the subject. He was placed in handcuffs behind his back, and the cuffs were double-locked after checking for proper fit.

He was informed that he was under arrest for giving a false report of a crime and was escorted to the rear of my patrol vehicle. As I attempted to guide him to the vehicle, he began to resist. I instructed Deputy H. Dix to open the rear door of my patrol vehicle, where I seated him. However, he attempted to push past me and exit the vehicle. Deputy H. Dix and I kept him in the vehicle while Deputy Whitmer went to the passenger side and pulled Mickey from the other side so that we could secure the door. As Mickey was being combative at this point, he was not seatbelted in, and I transported him to the Spalding County Detention Center.

He and his belongings were turned over to the detention deputies without further incident. While being turned over to the detention deputies, I issued Mickey a criminal trespass warning for the property at [100 BLOCK] Kendall Dr.

While I transported Mickey to the detention center, Deputy Whitmer stood by with the dirt bikes while waiting on Twisted Hook to arrive to impound the dirt bikes.

The dirt bikes were turned over to Twisted Hook.

I returned to [100 BLOCK] Kendall Dr. and provided [VICTIM #2] and [VICTIM #1] a case card with their case number attached and advised them of the process in which to get a copy of the report.

I spoke with a magistrate judge in regard to warrants for Mickey.
