Officer’s Narrative:

On 04/20/24 at approx 1619 hrs, I, Ofc. Amos #3904 was dispatched to [600 BLOCK] Newton st in reference to burglary in progress. I responded in non-emergency mode.
Upon arirval, Ofc. Larrabee #3739 was already on scene. Ofc. Larrabee advised that the subject he located at the back porch fled on foot upon at the sight of law enforcement. Ofc. Larrabee described the subject as a black male wearing a blue hoodie that was running towards the front of the house.
I observed the subject running northbound from the above-mentioned location. I attempted to make contact with the subject but he continued to flee. The foot pursuit continued. I gave several verbal commands for the subject to stop running and to get down on the ground. The subject ignored all of my verbal commands.
I eventually caught up to the subject and gave verbal commands for him to get onto the ground, the subject refused. Ofc. Larrabee attempted to gain control of the subject’s wrist to handcuff him but the subject pulled away. At this time, I gained control of the subject’s upper body by taking him down to the ground and securing the subject in handcuffs with Ofc. Larrabee’s assistance.
I conducted a search of the subject’s person and escorted him to the rear of my patrol vehicle. While escorting the subject to my patrol vehicle he was belligerent by cursing and yelling into the public. The subject referred to me (Ofc. Amos) by “you st*pid a*s bi*ch” and referred to Ofc. Larrabee as “st*pid a*s white boy”. Brownlee stated, “when is the last time you got your d*ck sucked”.
The subject was later identified as Mr. Octavious Brownlee. After identifying Brownlee I realized that officers have been dispatched to the above-mentioned residence in reference to domestic incidents several times involving Brownlee. I secured Brownlee in my patrol vehicle. I observed a small laceration on Brownlee’s forehead. I asked him how did he obtain the small laceration, Brownlee said he obtained the injury when he fell. The small laceration was not bleeding, I asked Brownlee if he would accept medical attention, Brownlee replied, “hell no”.
I made contact with Ms. [VICTIM #1]. [VICTIM #1] is the ex-girlfriend and mother of Brownlee’s juvenile child. Brownlee had warrants out of Spalding County where [VICTIM #1] is the victim (reference case numbers 24-002104, 24-002106, and 24-002107). Brownlee was taken into custody for those warrants as well. [VICTIM #1] said she was not home at the time of this particular incident but Brownlee was at the location attempting to make contact with her. [VICTIM #1] said Brownlee harasses her and she is afraid of Brownlee. Brownlee refuses to leave [VICTIM #1] alone.
I made contact with Ms. [VICTIM #2]. [VICTIM #2] is the mother of [VICTIM #1]. [VICTIM #2] also lives at the incident location. [VICTIM #2] said she was home during the time of the incident. [VICTIM #2] said she could hear Brownlee banging on the back door and attempting to gain entry through said door. Brownlee did not have a key. [VICTIM #2] was afraid that Brownlee would get through the door by the way he was banging on it. I observed damage to the frame and lock of the above-mentioned door. Dispatch advised that [VICTIM #2] was whispering and advised she was hiding inside of a bedroom while waiting for officers to arrive. It was apparent that [VICTIM #2] was afraid.
[VICTIM #2] said her two juvenile grandchildren where in the residence when the incident occurred. One juvenile was identified as [REDACTED BY AGENCY] is the five-year-old daughter of Brownlee and [VICTIM #1]. The other juvenile was identified as [REDACTED BY AGENCY] is the twelve-year-old son of [VICTIM #1]. Both juveniles heard the incident occur and appeared to be afraid while speaking about being present for the incident.
While transporting Brownlee to Spalding County jail Browlee screamed out the window to [VICTIM #1], “I’ll see you when I get out baby, I’ll be back st*pid bi*ch”. Brownlee said he is never going to leave [VICTIM #1] alone stating “that’s my h*e, I’m coming right back there”.
Brownlee was turned over to Spalding County jail staff. Warrants will be obtained in reference to stalking, cruelty to children, criminal trespass, obstruction, and disorderly conduct.
