On March 20, 2026, at approximately 15:53 hours I, Deputy R. Carr, responded in a non-emergency mode to [2700 BLOCK] Steele Rd In reference to a possible Domestic just occurred.
While enroute to [2700 BLOCK] Steele Rd the caller advised that the second half left the scene in a silver Ford Focus. Upon my arrival in the area I began checking for the female including checking the property and woods around the address where the cell phone was being pinged by dispatch. After checking the area and asking around we had no contact with the female or anyone that knew what we were talking about. I went back in service from this location.
At approximately 16:55 hours Sgt B. Dix was patrolling the area of Wood Rd and Minter Rd when he came across a rolled over Silver Ford Focus. After checking the car to make sure that no one was inside the vehicle we checked around the vehicle and located a cell phone in the grass. After having dispatch attempt the number from our original call again we learned this phone belong to our original caller.
While we were checking the area to make sure that no one was in the area injured, we were able to make contact with a subject that knew the owner of the phone and stated that the female was a Pamela Munson (W/F DOB:/1985) and that she was supposed to be with a [VICTIM #1] (W/M DOB:/1978). While we were on scene waiting for a wrecker to get on scene I was able to get the tag from the vehicle (GA tag #[REDACTED]) that came back registered to a [REDACTED] (W/F DOB:/1981) out of Molena. I had Dispatch attempt to make contact with [REDACTED] and they had no contact with her.
While On scene with the vehicle we were informed by 911 dispatch that they had received a call about a male subject walking into the woods near [2900 BLOCK] Steele Rd wearing a camo jacket and a hat. Deputy Hudson and Sgt Dix went to go check that while I waited on the wrecker to come get the vehicle that was abandoned in the roadway. After S&P towing arrived and removed the vehicle I then went to meet with Sgt. Dix and Deputy Hudson on Malier Rd. Sgt was able to identify the male subject as [VICTIM #1].
[VICTIM #1] advised that he and Pamela had been arguing all day and they had started at the Dollar General Store located at North Expressway and Malier Rd at approximately 15:30 hours when they got into an argument about her drinking and driving. After [VICTIM #1] stated that it started in the Dollar General Store I went back to the location and watched the security camera footage from approximately 15:15 hours until 15:55 hours to see when they were in the store.
While I was watching the footage I observed [VICTIM #1] come into the store and begin arguing with a female subject that I was able to identify as Pamela Munson later on. While they were arguing in the store [VICTIM #1] went to motion for Pamela to go outside with him and she snatched away from him. After [VICTIM #1] started to walk down the isle to the front of the store Pamela threw a plastic shopping basket at [VICTIM #1] striking him in the back. They both then walked out of the store and according to the staff working got into the same car where they continued to argue and Pamela was driving the vehicle and spun tires leaving the parking lot.
As I was getting ready to leave the store another male subject that lives at [200 BLOCK] Malier Rd advised me that him and his wife observed a silver Ford Focus with a male passenger and female driver driving down Malier Rd towards Steele Rd slam on brakes 2 separate times leaving skid marks on the road way. When the car stopped the second time the male appeared to be attempting to exit the vehicle and the female would not allow him to exit the car.
While I was inside the store Deputy Hudson and Sgt Dix took [VICTIM #1] back down to the area where the original call came from and located Pamela outside of [2900 BLOCK] Steele Rd. Deputy Hudson spoke with her prior to my arrival and will be doing a supplemental report in reference to that. As I arrived on scene and approached Pamela She yelled out that she had been drinking and that she was driving the car and wrecked the car.
Based on the information that I already had observed from the security cameras at the store as well as he self admission of driving the car causing a wreck and leaving the scene of the accident I placed Pamela under arrest by placing her hands behind her back placing her in hand cuffs checking them for fit before double locking them. I then had her placed in the rear seat of my patrol car and the seat belt placed on her.
After placing her under arrest I was advised that due to [VICTIM #1] being detained he was read Miranda and he had agreed to speaking with us. I asked [VICTIM #1] what happened at the store and in the car. [VICTIM #1] stated that they were arguing about her drinking and driving and they were driving back down to [2700 BLOCK] Steele Rd and Pamela started driving recklessly and he repeatedly told her that he wanted out of the car and she slammed on brakes twice but would not let him get out of the car and continued to strike him with her hands.
I did observe several red marks on his neck area and arms as well as a significant red mark on his back in the area that the shopping basket struck him in the back. [VICTIM #1] advised that Pamela and him having been dating for a while. After I spoke to [VICTIM #1] I released him from custody and then went to try and speak to Pamela again.
At this time, I read Miranda to Pamela and she refused to speak to me. I also called for EMS to come check on her due to being in a car wreck and she refused EMS. I then transported Pamela to the Spalding County Jail, Once at the jail I read the Georgia Implied Consent Notice to her in reference to her admission of drinking and she refused as well as refused to conduct any field sobriety testing. I checked the rear seat of my patrol car before and after transporting Pamela to the Jail.
I had Spalding GCIC run criminal histories on both [VICTIM #1] and Pamela. I also conducted a local search on RMS for Domestic related involvements for Both [VICTIM #1] and Pamela. Pamela is listed as a involved other in SCSO case numbers 2019-03738 and 2020-03544, She is also listed as a victim in SCSO case numbers 2022-05656 and 2025-07625, she is listed as the offender on Griffin Police Department case number 25-005679 and a witness in Griffin Police Department case number 24-007267. [VICTIM #1] was listed as a involved other in Griffin Police Department Case number 25-005679.
