On 03/25/2023 at approximately 0218 hours, I Ptl. T. Hopper responded in a non emergency mode to [400 BLOCK] N. 12th St, which is located within the City of Griffin Spalding County Georgia, to a report of Domestic-in progress. Upon my arrival, I activated my Department issued Body Worn Camera.

I walked into the residence of the given address and made contact with a male standing in the hallway, later identified as [VICTIM #1]. I asked [VICTIM #1] if he was okay, [VICTIM #1] stated that “yea man I’m fine it wasn’t even anything like that.” I then asked if someone was in the room that he was standing in front of, he stated that there was a child in the room. I asked if he was okay, he stated that yea he was fine. I asked where the knife was, [VICTIM #1] stated “what knife?”

I then made contact with a male in the kitchen later identified as [WITNESS #1], I asked [WITNESS #1] if he was okay, he then stated that yes he is okay. He stated that “[VICTIM #1] and Quinton Fields had a misunderstanding.” [WITNESS #1] appeared to be very upset due to the fact that he was leaning over the stove with his fists clinched resting on the stove.

While I was inside the residence, I observed a kitchen knife laying on the glass table that was located in the kitchen. The knife was laying beside a pizza box. With my Department issued Body Worn Camera, I took video and photograph evidence of the placement of the knife.

Other officers on scene were talking to Q. Fields who appeared to be very intoxicated by slurring his speech, swaying back and forth as well as stating the same words over and over. I spoke to Q. Fields and asked if he was okay, Q. Fields stated that he was fine, I noticed what appeared to be dried blood on his top and bottom lips. Q. Fields kept licking his lips when I asked if it was blood, he then stated that “naw it ain’t blood.”

Q. Fields stated to other officers on scene that he had been consuming alcoholic beverages this night.

Q. Fields was limping and stated that his knee was hurting, I asked him if he wanted me to call an ambulance for him, he then stated no he did not want me to call an ambulance for him. I advised once more that I can call him an ambulance, he refused medical attention a second time.

Ptl. K. Billings talked to [VICTIM #1] outside of the residence, [VICTIM #1] stated to him that the altercation started over the last piece of pizza. [VICTIM #1] stated that Q. Fields and [VICTIM #1] were just arguing and were bumping each others chests, [VICTIM #1] stated that no punches were thrown during the incident.

[VICTIM #1] stated that Q. Fields grabbed a kitchen knife and stated “you take one more step and you gonna feel me.” [VICTIM #1] stated at this time he did not move due to him being in fear for his life. [VICTIM #1] stated that Q. Fields was very drunk and that he did not want to take a step toward Q. Fields because he did not know where the mind of Q. Fields was due to Q. Fields being very intoxicated.

At this time I spoke to Ptl. K. Billings about what transpired and started the altercation. He then advised me that it was over the last piece of pizza and that they were bumping chests when Q. Fields grabbed the knife and pointed it at [VICTIM #1] stating that “you take one more step and you gonna feel me.” Ptl. K. Billings advised that at this time, [VICTIM #1] was in fear of his life due to Q. Fields being highly intoxicated.

Ptl. K. Billings and I interviewed the girlfriend of [VICTIM #1], [WITNESS #2] she stated that Q. Fields and [VICTIM #1] were arguing and bumping each others chests. When Q. Fields became angry that [VICTIM #1] was starting to “get the better of him,” then Q. Fields grabbed the knife and stated that “you take one more step and you gonna feel me.”

I then re-entered the residence where Q. Fields was sitting on a bed in the living room and advised him that he was under arrest for Aggravated Assault. Other officers on scene and I assisted Q. Fields to his feet. I then placed Fields into handcuffs, Double locked behind his back and checked for proper fit.

Ptl. K. Billings and I escorted Q. Fields to my patrol car and placed him into the back passenger side seat of my marked patrol car that was checked for contraband before and after transport with negative results.

After Ptl. K. Billings and I placed Q. Fields into the back of my marked patrol car, I once again entered the residence and asked [WITNESS #1] if he was okay once again, he laughed stating “yea I’m good, these people crazy man.”

I then transported Q. Fields to the Spalding County Detention Center, once arrived at the detention center. I opened the rear passenger door of my marked patrol car to allow Q. Fields to be booked in, I advised him to come to the holding area, he sat in the back of my marked patrol car and stated to me “I’m waiting on you,” I then advised him that he can get out. He then got out, I then advised him to walk toward the door that was open.

Q. Fields would not move, I then placed my left hand under his right arm and advised him lets go to the holding area. With my escort he complied with my orders. No other incidents happened.

Q. Fields was turned over to Spalding County jail staff without further incident.

Warrants will be obtained on Q. Fields for 16-5-21 Aggravated Assault

The knife was taken on scene and turned over to GPD CSI Investigator C. Jones.

I obtained a case number and returned to service.
