On December 2, 2025 at approximately 2252 hours I, Deputy Zimbelman, was dispatched to the apartment at [1100 BLOCK] Rhodes Ln, Griffin Georgia, in Spalding County, in reference to a report of a suicide threat.
While en route to the call, dispatch advised me that the male caller who reported the incident was irate and using profanity, refusing to answer questions, and berating the 911 call taker. When asked where he was in the apartment complex, the male caller refused to give his address but simply stated that he was “across from the old blue car.”
Dispatch advised that they had history with the phone number at apartment [1100 BLOCK] but did not know the caller’s name. Dispatch also advised that the caller was stating a female friend who lives with “Wes” was threatening to kill herself.
Upon arrival in the complex I began trying to locate the caller and found him standing next to the woodline at the dead end on the backside of the complex. As I pulled my patrol car up to where the male subject was standing he began yelling at me, asking why my lights were so bright and telling me that they weren’t necessary.
I exited my patrol car to make contact with him and try to gather more information but he was extremely uncooperative and refused to comply with simple commands. The subject was wearing multiple layers of clothing and refused to remove his hands from his coat pocket when asked to do so.
I asked the subject what was going on and he stated that his friend had given him a call and told him she was going to kill herself. He then asked me if I knew about “Wes”, pointing to his right and indicating the apartment building there.
I began trying to explain to the subject that I had very limited information about the call because of how uncooperative he had been with dispatch, and I needed him to calm down and explain to me what was going on. I asked him his name several times but he refused to tell me, asking me why I needed to know.
The subject continued to be beligerant, and refused to answer simple questions I asked in an attempt to locate the female friend. He seemed more interested in telling me how to do my job right, saying that “Tiffany” needed help and that I was being a “fu*king bit*h.”
When I explained to the subject that his attitude and actions were not helping us he stated, “Perfect, that’s how I designed it.” Finally, after several attempts to calm him down, the subject stated that he could take me to Tiffany’s place, and proceeded to lead me to apartment [REDACTED].
As we approached the door he told me to knock on the door and ask for Wes. I instructed him to sit in a chair near the back door and as I knocked and waited for a response, he continued to scream at me, calling me a “bit*h” and yelling “fu*k you!”
After knocking several times, the female resident answered the door and identified herself as “[WITNESS #1]”. [WITNESS #1] stated that she was asleep, had 9 children inside with her, and did not know anyone by the name of Tiffany or Wes. I then asked [WITNESS #1] if she new the male caller sitting in the chair and she stated, “I don’t know who he is.” [WITNESS #1] stated that she had been living there for two years.
I returned to the caller and told him that neither Tiffany or Wes were at the location and this was not their house. He then began screaming “I have evidence bit*h! You haven’t asked to see the evidence bit*h! I gave you all the information, Tiffany is at Wes’s place!” I then asked him where Wes’s place was and he stated, “Yall need to figure that sh*t out, you want me to do your fu*king job for you?”
When asked his name again, the caller identified himself as “TJ” but when asked where he lived he kept saying, “Here, I live here.” TJ continued expressing his dissatisfaction with my service, requesting a supervisor to come to the scene. Lt. Bruce arrived at the scene and attempted to gather more information from TJ but he was also unsuccessful in gaining any compliance.
During this time I contacted dispatch and asked about the callers conduct during the 911 call and was advised that he had acted the same way towards the staff in dispatch, cursing them and calling them names. I advised dispatch to preserve the call records.
I returned and spoke with Lt. Bruce, learing that he had not been able to gather any credible evidence of an emergency. I then advised TJ that he was under arrest for Unlawful Conduct During a 911 Call. He further identified himself as “Terrance Smith, DOB: /1998” but contined to refuse to give his address.
After checking GCIC and local records with no success, I returned and advised TJ that giving me false information was also a crime, to which he responded by asking, “Is that a misdemeanor or a felony?” When I told him that it was a misdemeanor he stated, “Cool lets roll with it.”
TJ was transported to the jail and turned over to the jail staff. He was able to be identified as Mr. Razaaq Baruwa, DOB: /1998.
On 12/03/2025 at approximately 1636 hours I made contact with Judge Adam Grubbs in the Spalding County Magistrate Court and secured the following warrants:
