On 07/22/2023 at approximately 0249 hrs, I responded in a non emergency mode to 1580 Williamson Rd, which is located within the City of Griffin Spalding County Georgia, to a report of Accident – Private Property.
I arrived on scene and made contact with [WITNESS #1] who stated that [VICTIM #1]’ vehicle, a 2012 Mercedes-Benz C250, blue in color, Tag [REDACTED], had been struck in the parking lot by Ron Allen’s vehicle, a 1999 Ford F-150, black in color, Tag [REDACTED].
[WITNESS #1] stated that Allen started backing up in the parking lot and backed his vehicle into [VICTIM #1]’ vehicle which left [VICTIM #1]’ with minor but functional damage. Neither [VICTIM #1] or [WITNESS #1] were in or driving the vehicle. It was stationary in the parking lot. [WITNESS #1] stated at that point her and [VICTIM #1]’ took his keys and parked his vehicle on the North side of the parking lot and had Ron Allen sit in his vehicle to sleep off his intoxication.
I then made contact with Ron Allen who stated he had been in his vehicle the whole time after having drinks at the bar. He stated after having some drinks that he gave his keys to [WITNESS #1] so he wouldn’t drive on the road.
While making contact with Allen, I observed that his eyes appeared glassy, his speech was slurred and incoherent. I could smell the odor of an alcoholic beverage coming from his person and when I asked him to step out of the vehicle, he staggered upon trying to stand and I had to physically grab him to keep him from falling due to his lack of balance.
I went and made contact with the personnel of Kevin’s Corner who had his keys and confirmed that he had been driving intoxicated. I then placed him in handcuffs to the rear, fit check and double locked.
I then put Allen in the transport area of my patrol car and took him to the Spalding County Jail. Allen was then read Implied Consent. He refused to give blood. I then wrote a search warrant for Allen’s blood and contacted a judge. The judge signed a search warrant for Allen’s blood. I then notified jail medical personnel, [REDACTED] (EMT – I 24978).
At 0438 hrs, I served Allen with the search warrant and [REDACTED] extracted Alien’s blood for the Blood Alcohol/Toxicology Kit.
Once completed, [REDACTED] sealed the Toxicology Kit and turned it back over to me, which I placed into evidence at the PD.
Allen received a copy of the search warrant and a copy of the citation.
