On 3/16/2026 at around 1:40pm I Inv, Carnegie met with Ms. [VICTIM #1] in reference to a sexual assault.

She began stating that she had just got back home and her and her boyfriend were on the porch smoking. She advised that her boyfriend went inside of the house and it was her and Mr. Ronald outside. She advised that she started having a breakdown and Mr. Ronald told her to get her a*s up and give him a hug. She advised that that is when he hugged her and grabbed her breast, She advised that he hugged her with one hand and grabbed her breast with the other. She stated that he started playing with her breast and she attempted to pull away. She advised that he held her so she couldn’t get away. She added that she was eventually able to pull away from him and went and told her boyfriend and l;eft the residence. She advised that he has a history of sexually assaulting other women and he seemed to be intoxicated at the time. I advised her that I would follow up and attempt to make contact with Mr. Ronald.

Shortly after the interview, I went to the residence of [300 BLOCK] E Chappell St. I knocked on the door several times and was not able to make contact. I left the residence and would return later.

On 3/16/2026 at 4:38pm I Inv. Carnegie went to [300 BLOCK] E Chappell St in reference to following up with Mr. Ronald Brooks. I met with [VICTIM #1] and her boyfriend and they advised that Mr. Ronald was inside. They allowed me inside and showed where his room was. I knocked on the door and was able to make contact with Mr. Ronald. I read Mr. Ronald his Miranda rights and he agreed to speak with me, I asked him about the incident that occurred this morning and he started stating that he kind of brushed up against her. I asked in what way. He replied that he really doesn’t know. He advised that he walked past her.

I advised him the victim stated that he gave her a hug and then started touching her breast. I asked him did that sounds factual and he nodded his head in a yes motion and said yeah. He advised that he did not mean to grabbed her breast. I advised that the victim stated that she tried pulling away from him but she kept a hold of her and he advised that it was not true. He advised that she was crying and he asked her if she was alright and does she need a hug. He advised that she got up and they hugged. He advised that he inadvertently touch her breast and it was kind of an accident.

At that time, I called for a transport unit to have Mr. Ronald taken to the Jail. Ofc. Bramlett came on scene and transported Mr. Ronald without incident. I will be charging him with Sexual Battery in this case. Ms. [VICTIM #1] was given a case number for this incident.
