[NARRATIVE #1 on September 24, 2022]
On September 24, 2022 at approximately 2217 hours I, Deputy L. Smith was dispatched to [30 BLOCK] Teamon Cir in reference to a domestic dispute.
Upon arrival I made contact with [WITNESS #1] (W/F dob /1994). [WITNESS #1] stated that her and her family were sleeping in the barn due to them de bugging the residence. [WITNESS #1] stated that her son she identified as was down stairs with her father [VICTIM #1] (W/M Dob /1963). [WITNESS #1] stated that she called for her son to come upstairs and when he didn’t come her fiance Sean Andrews (W/M dob /1981) went downstairs, got [VICTIM #2] spanked him on his bottom with a belt and brought him upstairs.
[WITNESS #1] stated that her father [VICTIM #1] stated that he just wanted to sleep down here with me. [WITNESS #1] stated that Andrews then ran downstairs and a verbal arguement took place between Andrews and [VICTIM #1]. [WITNESS #1] stated she ran downstairs and saw [VICTIM #1] in Andrew’s face then Andrews push [VICTIM #1] onto the couch and get on top of him. [WITNESS #1] stated she broke them up and Andrews went outside.
[WITNESS #1] stated Andrews came back in and gathered belongings and put his shoes on to leave and [VICTIM #1] continued to yell. [WITNESS #1] stated that Andrews went back down stairs a second time after gathering his belongings and tackled [VICTIM #1] to the ground and when Andrews realized [WITNESS #1] was calling 911 he left.
I was unable to get an appropriate statement from [VICTIM #1] due to his deminished mental compacity from suffering from short term memory loss and his consumption of alcohol.
[WITNESS #1] filled out a statement form.
I also observed a photograph on [WITNESS #1]’s phone of a what she identified as her son’s [VICTIM #2]’s bottom. I observed a welp in the shape of a belt across the childs bottom.
Warrants will be applied for, for Andrews for the charge of battery (fv) due to tackeling [VICTIM #1] to the ground and hitting [VICTIM #2] with a belt so hard it left a welp.
Warrants were signed by magistrate court judge, Judge Macdowell.

[NARRATIVE #2 on March 01, 2023]
On March 1, 2023 around 1540 hours, I (Deputy N. Gray) responded non emergency to 3420 Jackson Rd. in reference to picking up a wanted person from a Henry County officer. When I arrived I took custody of Sean Andrews who was wanted out of Spalding County for cruelty to children (W/N 22EW005883).
I placed Sean into handcuffs behind his back and they were double locked. the handcuffs were also checked for fitment. I then placed Sean into the back seat of my patrol vehicle where the seat belt was utilized. I then transported Sean to the Spalding County Jail where he was released to intake personnel.
The back seat f my patrol vehicle was checked before and after Sean was placed inside.
