On 12/04/2023 I responded to a hit an run accident that had occurred near the intersection of N Hill St / E Roadway St. I made contact with all parties on North Expressway in the Aarons Rental parking lot (1696 North Expressway) after the at fault vehicle fled the scene and was followed by the victim vehicle at a safe distance.

Upon making contact I met with the offender identified as HALL, SHANNA DELAINE; of whom was driving a gold in color 2009 Nissan Murano (GA Tag: [REDACTED]). I was advised by HALL, that she was sitting near the railroad tracks at the incident location and decided to back up and go a different direction. HALL backed her car up and struck a Red in color 2021 Dodge Charger (GA Tag: [REDACTED]). The victim vehicle occupants consisted of driver [VICTIM #1], passenger [VICTIM #2], and 2 small juvenile children (names restricted).

Upon striking the Charger, HALL made contact with [VICTIM #2] and agreed to pull into a nearby parking lot. HALL then stated that she pulled into a nearby parking lot, where she lost sight of the Charger and decided to leave the scene after driving around the lot for several minutes. I asked HALL if she contacted 911 to report the accident and she stated that she did not. HALL then stated that she continued on until she was stopped several miles later by a patrol vehicle and pulled into the Aarons parking lot. I then collected all related information and went to speak with [VICTIM #1] and [VICTIM #2].

Upon speaking with the other party, I was advised that they were sitting behind HALL near the railroad tracks when HALL randomly back her car up, striking their car. [VICTIM #2] stated that she made contact with the driver and agreed to pull into a nearby parking lot in order to wait for authorities. As [VICTIM #2] returned to her vehicle HALL left and continue to drive from the scene. [VICTIM #2] followed the vehicle several miles, while attempting to utilize her horn to get HALL’S attention. [VICTIM #2] and [VICTIM #1] both stated that HALL continued to drive her vehicle until contact was made with a marked patrol unit from the City of Griffin and conducted a traffic stop; at which point, I arrived on scene.

Based on the testimony of all parties involved I placed HALL under arrest for Leaving the scene of an accident and improper backing. HALL was then transported to the Spalding County Jail using the most direct route. At the Jail I secured my service weapon and escorted HALL inside, where she was turned over to Intake Deputies.

HALL was cited for the two aforementioned infractions and signed the citations at the jail. The citation information is as follows:

CITATION # 776348
OCGA 40-6-240
Improper Backing

CITATION # 776349
OCGA 40-6-270
Leaving the Scene of an Accident (Hit & Run)

HALLS vehicle was turned over to her daughter; identified as [REDACTED]. who arrived on the scene after HALL was placed under arrest.

My body camera was active and recording. The footage was uploaded to the departments cloud server under this case number. A case file was completed and turned over to records.
