On 09/21/2025, at approximately 1514 HRS, I, Deputy Tommy Grier was dispatched to a hit and run crash on N McDonough Rd at Jackson Rd.
Upon my arrival, I was met by the victim, [VICTIM #1] (DOB:/1996) and her passenger, [VICTIM #2] (DOB: /1961). They stated they were traveling south on N McDonough Rd and stopped at the intersection with Jackson Rd, yielded to traffic before making a right turn onto Jackson Rd. Their vehicle, a silver in color Nissan Pathfinder (GA tag #[REDACTED]) was struck in the rear by a white in color Nissan sedan.
The victims exited their vehicle and made contact with the other driver. The described him as a black male, early 20s, thin build and wearing glasses. When they told him they were going to pull into a parking lot, the other driver left the scene. The vehicle left the scene, heading west on Jackson Rd towards Griffin, GA. [VICTIM #2] provided pictures of the other vehicle. I believed the other vehicle was a 4 door Nissan Altima. It appeared to have a “drive-out” temporary tag. I advised dispatch to notify the Sheriff’s Office and Griffin Police Department to be on the look out for the vehicle and that it would have front end damage.

Approximately one (1) hour later, I was traveling east on Jackson Rd when I saw a white in color Nissan Altima traveling in front of me. I saw that the vehicle had a South Carolina temporary tag, #[REDACTED]. This vehicle looked like the vehicle from the pictures that [VICTIM #2] had taken. I activated my emergency lights to initiate a traffic stop on Jackson Rd, just west of E McIntosh Rd. The vehicle was slow to react to my emergency lights. I activated my siren. The vehicle continued with its emergency flashers activated. The vehicle finally stopped in the parking lot of the Circle K gas station at the intersection of Jackson Rd and N McDonough Rd.
I made contact with the driver. He was a thin build black male wearing glasses and appeared to be in his early 20s. I asked him for his driver’s license. He stated he did not it with him. I then looked at the front of his vehicle and saw that it had fresh damage to the front. The passenger side headlight was broken. I then advised the driver, later identified as Tyshawn Buie (DOB: /2004), that I had stopped him because he was involved in a hit and run. He stated that the victim had said they were fine. Buie said that when the victim told Buie they were pulling into the parking lot, he left. As Buie was speaking, I could smell the odor of marijuana coming from within the vehicle.
I then told Buie to put his stuff down and exit his vehicle. He put his phones down and then sat in his seat and began smoking his vape. I then ordered him to exit and I advised him that he was being placed under arrest for Hit and Run. I placed him in handcuffs, behind the back, checked for proper fit and double locked. I then seated him in the rear of my patrol vehicle.
I then began a search of the vehicle due to the odor of marijuana. I located two (2) large heat sealed plastic bags in the front passenger floorboard. The bags were empty, but smelled strongly of marijuana. I then searched a purse that was next to the plastic bags. I located 14 individual multi-colored, sealed foil packages in the purse. The packages had an image of a psychedelic mushroom on them and I could smell the odor of marijuana coming from the packages. I opened one (1) of the packages. It contained what I believed to be marijuana. Each package had a weighted displayed at .125 ounces for a total weight of 1.75 ounces.
A GCIC/NCIC check of the temporary tag displayed revealed that it was fictitious. A GCIC/NCIC check of the VIN showed the vehicle was unregistered and did not have insurance. A GCIC/NCIC check of the driver showed he had a valid Georgia driver’s license. The vehicle was removed by Crown Towing.
I transported Buie to the Spalding County Jail. During the ride, Buie was extremely talkative. He made several statements that the marijuana was for him to smoke, not to distribute. He appeared not to be worried by his arrest as he stated his grandfather was a judge and he would be fine. Once at the jail, I released him to the custody of the jail staff. I verified the backseat was free of contraband before and after transport. I placed the marijuana into evidence at the Spalding County Sheriff’s Office.
