On 01/27/2025 at approximately 1400 hours, I responded to [100 BLOCK] Melrose Ave in non emergency mode in reference to a dispute. The 911 caller (offender) was identified as SHAW, WILLIAM. Upon arrival I observed other officers on scene and observed SHAW to appear highly intoxicated. SHAW’S state was a common occurrence as officers have been to the residence countless times and SHAW is typically observed as highly intoxicated.

On this date, SHAW was upset over a money situation between a neighbor; of which, would ultimately become what was believed to be a civil matter. As one of the on scene officers (V. Harp #4048) attempted to speak with SHAW, he screamed for her to “shut the fu*k up, shoved his hands toward her face while flipping her off and stating “fu*k you,” called her a “butch,” and a “white b*tch.” SHAW also attempted to push past officer Harp two times to the point that she had to forcefully tell SHAW to step back. SHAW then tried to push past her again at which point i placed SHAW into handcuffs and advised him he was under arrest. I then double locked his cuffs for security and escorted him my patrol vehicle before searching his person incident to arrest for contraband and weapons; to which, none were found. SHAW was then placed in the back seat of my patrol vehicle and taken to the Spalding County Jail using the most direct route. Once at the jail, I secured my service weapon in the locked rear of my patrol vehicle and escorted SHAW inside, where he was turned over to intake Deputies.

SHAW was charged with the following offenses:

Obstruction of an LEO for failing to follow lawful commands given by an LEO during the investigation.
Simple Battery of an LEO after physically attempting to push past law enforcement while making racial statements directed at an officer.
Disorderly conduct for making Racial and Derogatory statements toward Ofc. V. Harp (#4048)

A case file would be completed and warrants obtained.
