On June 19th, 2026, I, Deputy Cameron Locke, was dispatched to 2972 Macon Road (Orchard Hill Park) in reference to incident exposure. I responded in emergency mode.

Upon my arrival, I made contact with a white-colored Ford truck, tag #[REDACTED], which was occupied by Wiley, William (W/M DOB: /1972). I walked up to the vehicle to speak with William. I asked him what was going on and what he had been doing. He advised me that he has just been sitting in his truck. As he was speaking, I noticed a heavy odor of alcohol on his breath as well as an empty alcoholic beverage in his passenger seat.

I asked William if he urinated outside of his truck. He replied no. I did notice the smell of urine and a wet spot on the pavement right next to William’s truck. I detained William in handcuffs, ensuring that they were properly fitting with a space of one finger between the handcuffs and the wrist and were double-locked to prevent further tightening. I placed him in the back of my patrol vehicle to further my investigation.

At this time, Sgt. B. Head arrived on scene. He made contact with the caller [VICTIM #1] (W/M DOB: /1973), and his daughter, [REDACTED BY AGENCY]. [VICTIM #1] wrote a statement sheet that stated, “I was sitting at a blue swing looking into the parking lot with my 4-year-old daughter at the Orchard Hill Park in Orchard Hill, GA. A man in a white Ford Ranger opened the driver-side door and urinated just outside the driver-side door. It took me a moment to realize what was happening. The gentleman kept staring at us. I yelled at him that there were kids here. I also stated there was a public restroom 100 yards away. The white male subject just kept staring at us. I got the sense that he did it on purpose, enjoyed it, and made sure we saw it.” [VICTIM #1]’s statement sheet will be attached to this report.

I read William his Miranda rights, and he agreed to my questioning. I asked William if he had been drinking today; he replied, “Yes.” I asked him how much he had had to drink today, and he told me that he had had a 40 oz. beer. I then asked William again if he urinated outside of his vehicle. He replied no. During these questions there were long delays in Williams’ responses indicating the use of alcohol.

After I asked William these questions, he kept asking me why he was being arrested, as well as repeating other statements like “you have to breathalyze me,” and “you didn’t see me do that so it didn’t happen, you have no evidence” I had answered and explained his questions as well as his statements multiple times.

As I was inventorying Williams’ truck, I noticed 4 single shots of Jim Bean. Two Bud Ice tall boys and a 40 oz beer bottle that were all empty. Photos will be attached to this report. Williams’ truck was towed by Always Affordable Towing.

I placed the seat belt on William, making sure it was properly secure, and transported him to Spalding County Detention Center.

As I was walking William into the pat-down area, he kept trying to plant his feet on the ground so that he would be harder to move. Detention deputies came to the sally port and helped escort William into the patdown area. William did not answer any of the questions that the detention deputies were asking. William was turned over to detention deputies.

OCGA 16-6-8 Public Indecency (Warrant # 26-EW-003819)
OCGA 16-11-41 Public Drunkenness (Warrant # 26-EW-003820)
