On 07/11/2026 at approximately 2144 Hours. I PTL Jackson 4084, responded in a emergency mode to 800 Anne St, which is located within the City of Griffin Spalding County Georgia, to a report of shots fired in the area with a victim with a gunshot wound. My department issued worn body camera was activated.
On 07/11/2026, myself and MPO Billings #3761 were near the intersection of North Expressway and Ellis Rd assisting other officers with traffic control for an accident with injuries. As we were standing outside of our vehicles, both MPO Billings and I heard what sounded like multiple gunshots south of our location. We both immediately notified dispatch and left the scene of the accident to attempt to locate where the gunshots had come from. As an area check was being conducted, dispatch informed MPO Billings and me that they had received multiple reports of shots being fired at Raymond Head Park, which is located at Beck and Anne St. Once this was reported, I started toward the park when dispatch came over the radio again and advised there had been additional calls reporting that a male had been shot in the head and was located near the railroad tracks by a tree near Anne St and the park.
When I arrived in the area, I struggled to get to the exact location of the victim with the gunshot wound. A large crowd had formed within the park for what appeared to be a party, and as I approached with my emergency lights and siren activated, there were numerous vehicles illegally parked in the roadway with traffic so congested that I eventually had to pull into the park entrance and continue on foot to reach the victim. Once I made contact with the victim, (Freeling, Malcom), he was unconscious, unresponsive, and bleeding from the head. SGT Josh Holley #3609 had arrived just before me and begun performing life-saving measures on Malcom while MPO Billings and I attempted to control the crowd that was forming around the crime scene.
Once EMS arrived on scene and transported Freeling to the hospital, I began securing the area to preserve the crime scene. I provided crime scene tape to secure the scene and searched the area for shell casings. Once the scene was secured, numerous shell casings, which appeared to be 7.62, .223, 9mm, and .45 caliber, were located and marked with crime scene placards. During this time, other officers assisting on scene located a male identified as Evan Evans who matched the description of the possible shooter and detained him. I transported Evans to the Police Department so CID could conduct their investigation.
Once I returned to the scene, other assisting officers located additional shell casings inside Heritage Apartments along with multiple bullet holes in the apartment buildings.
CID responded to the scene once all evidence had been located and collected it, along with a firearm that was also found. At this time, I will be forwarding this report to CID for any further investigation.
