On November 27, 2025, I was sitting stationary on Georgia 17, near Cawthon Road, alongside Stephens County Sheriff’s Office Deputies Brogdon and Clark. Deputy Clark left our location and conducted a traffic stop on Georgia 17. I observed a black Ford sport utility vehicle traveling at a high rate of speed. I activated my issued RADAR and confirmed that the vehicle was traveling at 71 mph in a 55 mph zone. I maneuvered into the roadway to conduct a traffic stop. I observed the target vehicle traveling in the right travel lane and failed to move over as it passed Deputy Clark’s traffic stop, while he was standing at the driver’s side of the vehicle that he had stopped. Once I was directly behind the target vehicle, the driver appeared to be hesitant to pull over and come to a complete stop.

Once the driver yielded to my emergency equipment, I exited my vehicle and approached the driver, where I observed her to be unrestrained, identified myself, and stated the reason for the traffic stop. The driver presented a passport that identified her as Victoria Maria Del Castillo Mulgannon. I asked Del Castillo whether she had a valid license; she stated that she had a Colombian license, which she had lost. Del Castillo explained that her license and passport shared the same number and that I could query her passport to see her license. I advised Del Castillo that it was not possible, and she further explained that she looked up the law that allowed her to drive with her passport.

I asked Del Castillo which state she looked up, and she stated that she could not remember. Del Castillo then reached from her vehicle and attempted to take her passport from my hands. I then asked Del Castillo to exit her vehicle, and she stated that she would not step out of it. Again, I ordered Del Castillo to exit her vehicle, but she disregarded the order. Her children, who were seated in the back seat, pleaded with their mother to step out of the vehicle, and she stated that she would not exit the vehicle.

I explained to Del Castillo that if I had to extract her from the vehicle, she would be arrested. I then requested that the Troop B Communications Center have Stephens County Deputies assist me on the incident. During the encounter, Del Castillo would take turns speaking with her children and me, as I detected the odor of an alcoholic beverage. I observed Del Castillo slur her words and became concerned that she might attempt to flee. She repeatedly turned to her children, yelling at them, stating that she would not step out of her vehicle, and they became increasingly upset throughout the encounter.

I advised Del Castillo, as I reached through her window to unlock the door, that she was being placed under arrest for obstruction. I opened the driver’s side door and grabbed Del Castillo by her left hand to remove her from the vehicle. I pulled Del Castillo from her seat, and she turned toward me, then toward the rear of her vehicle, where she attempted to pull away and walk away from me.

While handcuffing Del Castillo, she was able to slip one of her wrists from the handcuff, which allowed her to turn around and face me. I rotated Del Castillo back around and was able to secure her in handcuffs. I then assisted her to the front of my patrol vehicle.

Del Castillo turned all the way around and became face-to-face, where she began pleading to let her go. Again, I detected a strong odor of alcohol on Del Castillo’s breath. I asked Del Castillo how much she had to drink, and she stated that she had a glass of champagne. Del Castillo then attempted to walk away from me after I gave her an order to “stay against the vehicle,” causing me to grab her by the arm and spin her around, pulling her back to my push bumper, where she continued to ask why she was pulled out of her vehicle and being arrested.

I advised Del Castillo that she was under arrest for DUI, Obstruction, and Driving Without a License, and she began to pull away again. I positioned Del Castillo at the front bumper of my patrol vehicle, where I started to search her and discovered a green-labeled bottle that was suspected to contain THC oil.

I attempted to relocate Del Castillo to the back seat of the patrol vehicle, and she began to drag her feet and then stiffen. I pulled Del Castillo back to my hood, on the passenger side, and advised her that she would go to the back seat. I again attempted to request assistance from Stephens County Deputies via Troop B Communications. I moved Del Castillo to the back seat and opened the door, and she began screaming for her child to exit the vehicle.

As I was unsure why Del Castillo was yelling for help from her child, I began pushing her into the back seat. Del Castillo sat down and began to kick me in the legs. I advised Del Castillo to quit kicking and attempted to push her into the back seat. Del Castillo then lay down and began kicking me on the chest and face. I was able to turn Del Castillo around, where she was faced down and unable to kick.

I repeatedly asked Del Castillo to enter the vehicle, while she asked what I wanted from her. I advised the Troop B Communications Center of the altercation and realized that my radio microphone had been kicked from my uniform. Del Castillo then attempted to stand up and escape, but I was able to keep her pinned in the door area and face down, on the back seat. I realized that I still needed assistance to position Del Castillo in the back seat and waited for help.

TFC3 Henry #204 arrived on scene and assisted by pulling Del Castillo into the back seat from the opposite side of the vehicle. Del Castillo still refused commands but was secured in the rear seat with the doors closed.

I then requested that the Stephens County Sheriff’s Office contact the Georgia Division of Family & Children Services (DFCS) regarding assistance with the children. I lowered the rear seat window beside Del Castillo and read her the Georgia Implied Consent Notice, at which point she began yelling that she did not understand and made her own demands. Del Castillo refused the state’s blood test by stating “hell no”.

An inventory of the vehicle before a tow was conducted, and an open container of “Carrot Ginger Turmeric Kombucha” was discovered in the center console cup-holder and was suspected to contain alcohol. This was later confirmed by TFC3 Henry #204, using a PBT. A similar bottle was discovered that did not exhibit the same odor as the alcoholic beverage. A “Buchanan’s Deluxe” blended scotch whiskey 750mL bottle was found behind the driver’s seat, on the floorboard.

A second bottle of THC oil was discovered in the center console. These suspected THC oil bottles were seized and turned into Post 7 Evidence. A routine GCIC/NCIC query of the vehicle’s registration returned that the registration had expired. A routine GCIC/NCIC query of Del Castillo’s information did not produce a state issued ID or license. The vehicle was removed from the scene by Carter’s Royal Towing.

TFC3 Henry #204 transported the children/passengers to the Stephens County Sheriff’s Office, where he and I remained with them until [REDACTED] (DFCS) arrived and assumed custody. I transported Del Castillo to the Stephens County Detention Center and released her to jail personnel.
