On Monday September 7, 2026, at approximately 0358 hours, I was dispatched to shots fired call at [300 BLOCK] West Brazell Street, City of Reidsville, County of Tattnall.

Upon my arrival to the address, I made contact with the victim [VICTIM #1] and the complainant [WITNESS #1]. [VICTIM #1] informed me that he had been shot at by James Frost at least once prior to my arrival and something had struck him in the left elbow, but he was unsure what it was. I instructed them to stay behind cover in their house and proceeded to make my way towards Frosts last known location, which was his mobile home trailer located in the back right corner of the property. I positioned myself behind a vehicle and held coverage on the trailer until further units arrived from the Tattnall County Sheriff Office (TCSO) and Georgia State Patrol (GSP) for back-up.

After the additional unit’s arrival on scene, we moved to ensure the immediate area was secure, and no further threat was present. It was at this time that we learned that Frost was no longer at his residence, as he had left with another individual prior to our arrival shortly after the shooting. Emergency Medical Service (EMS) personnel were then able to tend to [VICTIM #1], who showed no signs of serious injury. It was subsequently determined to check Frosts’ other well-known address, located at [200 BLOCK] Strickland Street, County of Tattnall, to ensure he was not at the address.

After the TCSO units had left for the secondary location, I spoke with [VICTIM #1] and [WITNESS #1] again. [VICTIM #1] advised me that prior to shots being fired, he heard a loud bang on the backside of his residence and was unable to see what caused it. Suspecting it was Frost, [VICTIM #1] went onto his front porch to investigate. Upon stepping out onto his porch, Frost allegedly confronted [VICTIM #1] verbally from across the yard, at the mid-point of the two residences located on the property.

[VICTIM #1] advised that words were briefly exchanged before Frost allegedly fired one bullet in [VICTIM #1]’s direction before allegedly retreating into a vehicle and leaving the property. I collected a witness statement from [VICTIM #1] and informed him and [WITNESS #1] to wait on their porch for further instructions.

I then made contact with my on-call command, Capt. Kraus, who advised me to contact CID after being briefed on the circumstances of the incident. During this time, I received a phone call from one of the TCSO Deputies, who advised that he made contact with Frost via phone and was making contact with him at the Optim Medical Center (Hospital).

I then made contact with the CID Investigator on call, Investigator Thorn, and briefed him on the details up to that point. He advised that he was in route and would arrive shortly. After Inv. Thorns arrival at approximately 0612 hours, the scene was turned over to him. I assisted with the investigative process as needed, setting up crime scene tape, keeping the Crime Scene Access Log, and assisting with documentation of evidence. I, Officer Rios, and Cpl. Medel also assisted Inv. Thorn in the search warrant process when necessary.

Following the conclusion of all investigative activities, all units cleared from the scene at 1129 hours.
