OBSTRUCTION OF LAW ENFORCEMENT OFFICERS – MISDEMEANOR

On 7/3/26 at approximately 0331 hours Cpl. Callaway was dispatched to [100 BLOCK] North East Williams Street Collins, Tattnall County, Georgia in reference to a possible domestic. Upon arrival Cpl. Callaway made contact with Mr. [VICTIM #1].

Mr. [VICTIM #1] stated that the caller, Ms. Kayla McKillen, has been drinking and they had an argument. Mr. [VICTIM #1] then stated that he put his hand up in a defensive manner because Ms. McKillen was spitting in his face. At this time, Ms. McKillen stepped out of the house. Cpl. Callaway observed that Ms. McKillen was slurring her words and smelled of an alcoholic beverage.

Ms. McKillen began demanding that Mr. [VICTIM #1] go back in the house and for Cpl. Callaway to leave the residence. Cpl. Callaway tried to explain that due to a 911 call from her, Ms. McKillen, there was now an investigation into the domestic dispute. Ms. McKillen stated that Mr. [VICTIM #1] hit her in the face but then continued to tell Cpl. Callaway to leave. Ms. McKillen also kept demanding that Mr. [VICTIM #1] go inside. Cpl. Callaway began trying to calm Ms. McKillen down in order to speak with her and Mr. [VICTIM #1] separately. Sgt. Jarrell arrived on scene at this time.

Sgt. Jarrell also began trying to calm Ms. McKillen down and separate Mr. [VICTIM #1] from her. Cpl. Callaway then reached his arm between Ms. McKillen and Mr. [VICTIM #1] in an attempt to separate them. It was at this time Ms. McKillen pushed Cpl. Callaway. After Mr. [VICTIM #1] was separated from Ms. McKillen, Sgt. Jarrell began trying to speak to Mr. [VICTIM #1]. Ms. Mckillen then began shouting over Sgt. Jarrell. Ms. McKillen then stepped forward toward Sgt. Jarrell and continued to yell at him. Sgt. Jarrell then turned his back to Ms. McKillen in an attempt to speak to Mr. [VICTIM #1]. Ms. McKillen continued to shout over Sgt. Jarrell.

Sgt. Jarrell then turned back around and informed Ms. McKillen that she was being placed under arrest for disorderly conduct. Ms. McKillen then began pulling away from Sgt. Jarrell. Sgt. Jarrell and Cpl. Callaway then assisted Ms. McKillen to the ground in order to hand cuff her. Cpl. Callaway and Sgt. Jarrell then escorted Ms. McKillen to Cpl. Callaway’s patrol vehicle. Because Ms. McKillen continued pulling away from the deputies and attempting to drop her weight to the ground, they had to physically move her to Cpl. Callaway patrol vehicle. Cpl. Callaway then buckled Ms. McKillen into the back seat of his vehicle.

Cpl. Callaway then transported Ms. MckIllen to the Tattnall County Jail and requested EMS personnel to examine Ms. McKillen. Ms. McKillen refused to be treated. Cpl. Callaway then turned Ms. McKillen over to jail staff.
