On July 9, 2026, at approximately 10:38 p.m., Deputy Gauge Moyer was dispatched to [700 BLOCK] Cecil Anderson Road, Glennville, Tattnall County, Georgia, in reference to a reported intoxicated driver. The caller reported that Ronald Anderson was driving a white Ford F-150 with dark tinted windows and was en route to the residence.

Upon arrival, Deputy Moyer attempted to make contact with Mr. Anderson by knocking on the front door of the residence. While knocking, Deputy Moyer observed a white Ford F-150 pull into the driveway. Deputy Moyer approached the vehicle, and Mr. Anderson exited from the driver’s seat. While speaking with Mr. Anderson, Deputy Moyer detected the odor of an alcoholic beverage emitting from Mr. Anderson breath. Deputy Moyer asked Mr. Anderson if he had been drinking, to which he responded, “No.”

Deputy Moyer then requested Mr. Anderson’s driver’s license. Mr. Anderson stated that his license was inside the residence. Deputy Moyer asked Mr. Anderson to retrieve his license and entered the residence with Mr. Anderson’s consent. While inside the residence, Deputy Moyer observed multiple open alcoholic beverage containers.

Mr. Anderson proceeded to walk around the residence, showing Deputy Moyer various pieces of mail. Deputy Moyer again asked Mr. Anderson where his driver’s license was, and Mr. Anderson again stated that it was inside the residence.

Deputy Moyer then asked Mr. Anderson if he would be willing to perform the Standardized Field Sobriety Tests (SFSTs), and Mr. Anderson agreed. Deputy Moyer asked Mr. Anderson whether he wore contact lenses or glasses and whether he had suffered any recent head trauma. Mr. Anderson responded, “No.”

Deputy Moyer then administered the Horizontal Gaze Nystagmus (HGN) test and observed the following:

While conducting (HGN) Mr. Anderson repeatedly moved his head along with his eyes to follow the stimulus.

At this time Deputy Moyer attempted to conduct the Walk and Turn Test but was unable to conduct the test due to Mr. Anderson’s inability to keep balance.

Sergeant (SGT) Corey Williams then arrived on scene and conducted the Horizontal Gaze Nystagmus (HGN) and One Leg Stand tests.

SGT Williams then attempted to obtain a Preliminary Breath Test (PBT) sample from Mr. Anderson. Mr. Anderson repeatedly sucked on the PBT device instead of blowing into it. After several attempts to instruct Mr. Anderson to blow into the PBT device, Mr. Anderson refused to provide any further samples.

Mr. Anderson was then placed under arrest and handcuffed by Deputy Moyer, who checked the handcuffs for proper fit and double locked them. Deputy Moyer then read Mr. Anderson the Georgia Implied Consent Notice (Green Card) for persons age 21 or older requesting a blood sample. Mr. Anderson refused.

Deputy Moyer then escorted Mr. Anderson to the rear of Deputy Moyer’s patrol vehicle and placed him in the back seat. Deputy Moyer secured Mr. Anderson with the seat belt and transported him to the Tattnall County Jail for booking.
