On September 12, 2025, at approximately 21:35 hours, I was conducting traffic enforcement in Tift County, GA on 12th Street. I observed a vehicle traveling south on 12th, with its bright headlights on. I conducted a traffic stop on the vehicle. While speaking to the driver I could smell the odor of an alcoholic beverage coming from inside the vehicle. I asked the driver to step to the front of my vehicle. When the driver opened the door I observed an open beer in the driver door.

I identified the driver by her Georgia Driver License to be Juliana Renee Sumner. I asked Mrs. Sumner how much she had to drink, she stated she had one shot. I observed her eyes to be bloodshot and watery. I asked the driver if she would consent to field sobriety, and she agreed.

After medically clearing the driver, I positioned him in front of my patrol vehicle on a flat, paved surface, free from obstructions to perform the Horizontal Gaze Nystagmus portion of field sobriety. I observed the driver’s pupils were equal in size and showed no signs of resting Nystagmus. I observed both eyes tracked equally. I observed 4 clues

Next, on the Walk and Turn, I positioned the driver in front of my patrol vehicle on a paved surface, free from obstructions. I explained and demonstrated the evaluation. While in the instructional phase Mrs. Sumner was unable to balance. During the walking phase, Mrs. Sumner missed heel-to-toe. She used her arms to keep balance.

After the first 9 steps she completed an improper turn. I observed 4 clues.

Lastly, on the One Leg Stand, I positioned the driver in front of my patrol vehicle on a paved surface, free from obstructions. I explained and demonstrated the evaluation. I observed the driver to sway. She also used her arms for balance. I observed 2 clues.

I asked for a preliminary breath sample using an Alco-Sensor FST. Mrs. Sumner agreed. The reading was positive. The screen displayed 0.080/.081. I placed the driver under arrest for Driving Under the Influence. I read Mrs. Sumner the Georgia Implied Consent Notice for Suspects Age 21 or over, requesting blood and the driver refused.

The vehicle was released to Mrs. Sumner’s boyfriend

Mrs. Sumner was charged with DUI, open container, and fail to dim headlights.
