On October 2, 2025, I Officer Matthew Roberts responded to a call located at [700 BLOCK] Donovan Street Toombs county Vidalia GA 30474 regarding medical emergency.

Upon my arrival I met the individual known as [WITNESS #1], not realizing Mr. [WITNESS #1] was the caller at the time I signaled to Mr. [WITNESS #1] to follow me in the residence on [700 BLOCK] Donovan where Officer Castro and the victim were, I was then made aware that he was the victim’s son and the caller.

I observed a Hispanic male later identified as [VICTIM #1] with a tremendous amount of blood loss sitting up right in a chair with multiple lacerations to his face and head. Mr. [WITNESS #1] stated that the individual known as Emiliano Jose Ramirez had done this to his father (Mr. [VICTIM #1]). Mr. [WITNESS #1] then advised us he could show us where Mr. Ramirez was located. Once Montgomery-Toombs EMS arrived on scene we would leave Mr. [VICTIM #1] in their care with SGT. Carpenter as Officer Castro and myself got ready to follow Mr. [WITNESS #1].

Officer Castro and I then began to follow Mr. [WITNESS #1] to apartment [700 BLOCK] Donovan Street Vidalia GA 30474. While we were walking we discovered where the initial conflict took place behind [700 BLOCK] Donovan Street Toombs County Vidalia GA 30474. I observed broken beer bottles and blood all over the ground. I observed a camera on the top of the door at [700 BLOCK] and asked if they could have the video ready for viewing in a moment and to stay inside until contacted by us.

We were able to make contact with Mr. Ramirez’s roommate at [700 BLOCK] Donovan Street Toombs County Vidalia GA 30474, who let us inside and explained that Mr. Rameriz was in his room at the end of the hall. We knocked on Mr. Rameriz’s door multiple times then instructed him that if he did not open the door, we would kick it in and then Mr. Ramirez opened the room door.

I observed Blood on the right shoulder of Mr. Ramirez and other locations on his body. Mr. Ramirez would let me put his Left hand in a handcuff but would not let us hand cuff his right hand. I then placed Mr. Ramirez’s Left hand in the center of his back with my left hand underhooked his armpit and grabbing his shoulder and pushed him into a wall to maintain control in which Mr. Ramirez’s head hit the wall and opened a preexisting wound about his Left eye. I advised Vidalia Dispatch that we had one suspect under arrest and notify EMS to come and check Mr. Ramirez’s eye.

I then advised Captain Humphrey where the initial scene took place and that there was a camera recording at the same location. I then escorted Captain Humphrey to [700 BLOCK] to show where we located the suspect.

Officer Castro then transported Mr. Ramirez to the hospital after Mr. [VICTIM #1] went with EMS to the hospital. I follow Officer Castro incase Mr. Ramirez was going to confrontational.

Warrants will be taken out for Aggravated Assault and Aggravated Battery on Mr. Ramirez.
