On October 1st, 2025, I Officer Matthew Roberts responded to a call located at [700 BLOCK] Kelly Street Toombs County Vidalia GA 30474 regarding a domestic.

Upon my arrival I met with individual’s identified as [VICTIM #1], [VICTIM #2], [WITNESS #1], [WITNESS #2], and [WITNESS #3]. All individuals were stating that the individual known as Kevin Bowens just ran down the street after coming at Mr. [VICTIM #2] with a bat.

Mrs. [WITNESS #2] stated that she called Mr. Bowens mother, Mrs. [VICTIM #1], who then also went to [700 BLOCK] Kelly Street, since she lives down the street at [800 BLOCK] Kelly Street. Mrs. [VICTIM #1] brought a piece of what appears to be trim for the floor with her to protect herself, due to people telling her that Mr. Bowens had a bat.

Mrs. [VICTIM #1] stated that she did hit Mr. Bowens in the head with a stick due to him charging at her in an aggressive nature with the bat. Once Mr. Bowens got close to his mother, he then threw the bat in a side yard of [700 BLOCK] Kelly Street which was later located. All individuals stated that Mr. Bowens was inside at first destroying property inside his residence, exited the home, started arguing with Mr. [VICTIM #2] and attempted to hit him with the bat.

I observed Mr. Bowens returning from North of Kelley Street back to his residence. I was immediately overwhelmed by the odor of an alcoholic beverage once Mr. Bowens was close to me. I explained what I was detaining him for at this time due to his erratic behavior and trying to leave the area. I advised Montgomery-Toombs EMS to be in route due to the knot on the back of Mr. Bowens head after Mr. Bowens asked for me to check his head.

Once Ems arrived I let them check on Mr. Bowens in which Mr. Bowens stated he did not want to go to the hospital. I also observed more welts on the back of Mr. Bowens and I asked all the previously listed individuals that had observed the altercation where the marks came from, they were unable to tell me stating that they did not know and probably from him falling or running in the bushes. I explained to all the listed witnesses how the welts were fresh just as his other wounds were also fresh and that they probably occurred from Mrs. [VICTIM #1] when she had the trim in her hand.

I spoke with Mr. Bowens again about why he had a bat, Mr. Bowens stated that it was in his room on his bed. I located the bat in the side yard along with the stick Mrs. [VICTIM #1] used. Based on all the witnesses and evidence found I advised Sgt. Carpenter to notify Mr. Bowens that he was under arrest for Aggravated Assault.

Once Mr. Bownes was searched incident to arrest and placed in the rear of my patrol vehicle with handcuffs behind his back and double locked, I seat belted him in and began to go through the property that was on Mr. Bowens at the time of arrest. I discovered a broken glass pipe with no contraband at this time and a misdemeanor less than a gram of a small amount of green leafy substance suspected of being Marijuana which I destroyed on camera.

I transported Mr. Bowens to Toombs county Detention Center. While in transport Mr. Bowens stated he was going “to kill them” referring to all the individuals listed then stated he was going “to kill her.” Referring to his mother. Where I transfered custody of Mr. Bowens to the jail staff. I will be taking warrants out for Aggravated Assault and Terroristic threats.
