On June 14,2025 at approximately 0744 hrs. I, Deputy Harper, responded to a residence located at [90 BLOCK] Wilson in reference to a welfare check involving a juvenile possibly living in unsafe and unsanitary conditions at [6300 BLOCK] Hammock Rd. The request for law enforcement presence was initiated by [WITNESS #1] DOB: [REDACTED] who expressed concern regarding the wellbeing of a 10-year-old child and a 21 year old disabled adult residing at the location.
At Approximately 0802 hrs, I exited my marked vehicle wearing a Twiggs County Sheriff Uniform with “SHERIFF” displayed and approached the residence. Upon arrival, I contacted Ms. [WITNESS #1] and her husband [WITNESS #2] DOB: [REDACTED] who gave the fact and circumstances regarding the dependents wellbeing.
Ms. [WITNESS #1] Stated that since February she has noticed her daughter Amber Annis DOB: [REDACTED] not caring properly for the children. she started that amber seem to have gotten back on pills and has been suffering from a pill addition for some time. Ms. [WITNESS #1] said sometime early this Morning Ms. Annis 10 year Old child and 21 year old disabled adult, who is under her care came to Ms. [WITNESS #1] residence in a panic telling her that their mother was acting weird and talking to herself.
Ms. [WITNESS #1] stated that she is the one that mainly provides food for them and bathes them. She said that there had been several Department of Children Services cases opened up against Ms. Annis but something has to be done. Ms. [WITNESS #1] said that Ms. Annis came over to the residence a few hours later. I then began an investigation to see if Ms. Annis was properly caring for the children.
Amber Annis DOB: [REDACTED] biological mother and legal guardian of the 10-year-old child and a 21 year old disabled adult residing at the location. Was seated at the table of Ms. [WITNESS #1] residence. I observed her having trouble talking and showing apparent restlessness. Ms. Annis was making irregular jerking movements, and her eyes was not reactive to light equally.
I asked Ms. Annis if she was under the influence and she stated no. I asked Ms. Annis if there was any pills in the house to which she stated that she flushed the pills down the toilet this morning because she didn’t want to take them anymore.
I asked Ms. Annis about the condition of the household to which she started she was trying to clean up. Deputy Peavey Who arrived on scene to assisted interview the the 10-year-old child and a 21-year-old disabled adult.
Mr. [WITNESS #2] stated that Ms. Annis could not stay and that location and would need to go home. I offered Ms. Annis a ride to her residence [6300 BLOCK] Hammock Road.
As I approached the front entrance, I immediately detected a strong odor consistent with animal urine and feces emanating from within the residence. Ms. Annis stated that she had locked herself out of the house and allowed me to attempt to open the door to get her back inside the home. I opened the door without incident and observed inside the residence front room, Multiple cats roaming freely throughout the home with no indication of litter box use. Feces and urine were present on the floor and the cats that was in Ms. Annis ownership of did not have adequate sanitary conditions and ventilation.
I informed Ms. Annis that she was to step in front of the patrol car and she was detained. I explain to Ms. Annis the residence [6300 BLOCK] Hammock Road was going to be secured until a Search Warrant was secured.
