On May 25th, 2026 at approximately 11:02, I was paroling on Hwy-96 near Dolly Dr when I observed a silver sedan traveling at a high rate of speed. I visually estimated the vehicle speed to be approximately 69 MPH. I used my RADAR speed detection device (DC-104078) to get an accurate speed on the vehicle. The vehicle was at 68 MPH in a posted 55 MPH zone. I activated my emergency blue lights and sirens and conducted a traffic stop on the vehicle.
I advised Twiggs County Dispatch the direction of travel, vehicle license plate, and vehicle description. While approaching the vehicle’s passenger side window I observed the vehicle had a tag cover that covered the county and the registration sticker.
I made contact with a black female driver. I advised the reason for the stop and asked for the driver’s driver license. During this time I detected the odor of raw marijuana coming from inside the vehicle. While speaking to the driver who was identified as Clarke, Shaniah, I noticed that her eyes were blood shot and glossy. I asked Ms. Clarke where she was heading to which she advised she was heading to pick up her child.
I then asked her about the odor of raw marijuana to which she handed me a rolled up blunt with a green leafy substance packed tight. I observed the rolled up blunt and noticed the tip was burnt and warm to the touch. I asked Ms. Clarke when was the last time she had consumed any marijuana to which she advised approximately a hour prior to driving. Then asked her if there was anymore marijuana inside the vehicle to which she proceeded to hand me two small plastic baggies containing green leafy substance inside.
I then had Ms. Clarke step outside of the vehicle to which she complied with all verbal commands. I advised her due to the odor of raw marijuana and the suspected marijuana she handed me that a probable cause search would be conducted. During this time I did not located any type of illegal narcotics inside the vehicle. Due to the odor of raw marijuana, the rolled up blunt, and the glossy and blood shot eyes, I asked Ms. Clarke if she consented to doing Standardized Field Sobriety (SFST). During this time Ms. Clarke advised she did not consent.
Due to my training, knowledge, and experience and with the confession of smoking prior to driving and with the clues and evidence I placed Ms. Clarke under arrest for DUI – Marijuana. Cuffs were applied, double locked, and checked for fit. I then read Ms. Clarke Georgia Implied Consent Notice for Suspects Age 21 and Over. Ms. Clarke did consent to the state administered test for her blood. I then advised dispatch to start me the next available wrecker service to which Brown’s Towing was notified and en route. After sometime Brown’s arrived on scene and the vehicle was handed over.
I then transported Ms. Clarke to the Twiggs County Sheriff Office and a successful blood drawn was taken by the on call Phlemboltomist. Custody was then exchanged to the Twiggs County Jail Staff. The blood test kit and all evidence collected on scene was placed into evidence at the Twiggs County Sheriff Office.
