On 10/3/2025, at approximately 1723 hours, I was dispatched to [200 BLOCK] Deer Creek Lane, in reference to an elderly male grabbing a juvenile and pulling them off of a fourwheler.

Upon arrival, I made contact with the caller, her son, listed male juvenile victim, as well as the listed other and her daughter, listed female juvenile victim. The caller advised that the juveniles were riding the fourwheeler on the private drive and the female juvenile come running into the house crying and distraught.

The male juvenile advised that he and the female were riding fourwheelers on the private drive, when the listed suspect, Allen Rohwedder, blocked the road with his car and got out and began yelling at him. The male stated that when the female juvenile rode up behind them, the suspect then advanced towards her and demanded her name and address and grabbed her by the arm, attempting to pull her from the fourwheeler.

I then spoke with the listed female juvenile who advised the suspect was taking a picture of her, asking for her name and address and when she refused to give him the info, he became irate and called her a “smarta*s” and grabbed her by the arm, while standing in front of the fourwheeler.

I then spoke with the listed witnesses, who are renting the main residence, for the weekend, from the suspect. Listed witness, [WITNESS #1] advised she heard the suspect screaming at the juveniles, at which point her and the other witnesses intervened stating “they’re just kids, you can’t do that” and getting in between them. The suspect responded “they’re not kids, they’re just smarta*ses.” The witness, [WITNESS #2] advised that the suspect had a very threatening demeanor, while approaching the juveniles.

Due to multiple, un-biased witness statements and the suspect being very loud and boisterous, catching the witnesses attention, I placed him under arrest for the listed offenses, handcuffing him behind the back, checking them for fit and double locking them. I searched the suspect for weapons and contraband and none were found. He then requested his residence and vehicle remain unlocked, as well as leaving the key, to the vehicle, at the residence.

I then placed him in the backseat of my patrol car. I provided the parents with the victim’s bill of rights for the juvenile’s, as well as the case number to obtain a copy of the report. I transported the suspect to the jail and turned him over to detention staff without incident. The backseat of my patrol car was checked before and after transport, for weapons and contraband and none were found.
