Pedestrian Under the Influence (P.U.I.)

On Friday, 8/4/2023, while patrolling the area of James St and Happy Valley Rd I observed the suspect standing at the corner of this intersection. The suspect then entered the intersection on foot, and was walking very slowly and unsteadily. As she was walking in the road several vehicles had to slow down for her to move out of the way so she did not get hit by them. She then made her way over to me.

I exited my patrol vehicle and asked what she needed help with. She then leaned up against my patrol vehicle and attempted to hand me her cell phone. I asked her again what she needed help with. I was unable to understand almost nothing she said due to the volume of her speech and the mumbling she spoke with. I was able to understand that she walked out of her probation mandated rehab in Chattanooga and her name and date of birth. I had Walker 911 check the name and date of birth that she provided me with and it came back not on file TRI state.

I asked her if she provided me with a false name and she became upset with me and asked for a ride back to Chattanooga. I then advised her that providing me with a false name was a criminal offense and she turned to Trooper Walthour and asked him for a ride. I placed her in handcuffs which were checked for fit and double locked. I advised her she was detained until we could identify who she was. She then began advising me something about a situation she wanted out of. The suspect stated that she got married very young and her last name might be Hyphenated. I was still unable to locate any NCIC/GCIC return but did find a local return with the original name she gave.

While still attempting to identify the suspect Deputy Durham asked her about her intoxication level. The suspect advised that she had not used drugs in several hours. Due to her walking in the roadway causing a traffic hazard and a safety concern for herself I placed her under arrest for pedestrian under the influence. I advised the suspect that she was under arrest. She was placed in the back seat of my patrol vehicle which was search prior to and after transport.

Just after I did this I was able to locate a Tennessee ID number with the name of the suspect. The suspect was only partially true about the original name she gave. The original name she gave was her first and middle name and the Hyphenated last name is her actual last name.

At this time I advised Walker 911 that I was en route to the Walker County jail. I transported her to the Walker County jail where she was turned over to detention personnel with no further incident.
