On 3/7/2026, at approximately 1817 hours I, Officer Haven, was dispatched to [1100 BLOCK] Campbell Ave Apt [REDACTED] in reference to a disturbance.
When I arrived on scene, I began speaking with the caller, Mrs. [VICTIM #1]. Mrs. [VICTIM #1] stated that she was inside her apartment when she heard loud banging on the walls of her apartment. She stated that she opened the door and saw the listed juvenile on the steps.
She stated that she had continued problems from these children and their parents do not do anything to stop them. She stated that the kid was kicking the wall so hard that pictures were starting to come off of the wall and the drywall was starting to split. She then stated that she yelled at the child to stop and then the child went and told her mother, Mrs. Ellen Clark. She stated that Mrs. Clark started beating on her door. She stated that she opened the door and told her that her child was kicking on her wall causing a disturbance and Mrs. Clark began cursing at her.
She then attempted to shut her door and Mrs. Clark would not move out of the way and let her shut the door. She stated that she then told her to back up or she was going to use pepper spray. She then got the door closed and then Mrs. Clark began kicking the door to try and get it open. She then called 911 and Mrs. Clark stopped.
I then went to speak with the listed witness, Mrs. [WITNESS #1]. Mrs. [WITNESS #1] is friends with Mrs. Clark and they usually watch each other’s kids from time to time. Mrs. [WITNESS #1] stated that she did not see the incident but she heard it from her apartment. She stated that she lived in Apt [REDACTED], right above Mrs. [VICTIM #1]. She stated that she should not have yelled at the listed juvenile because they are kids and they are just being kids. She stated that she heard both parties screaming and yelling at each other.
She stated that both her and Mrs. Clark has had multiple problems from Mrs. [VICTIM #1] complaining about their kids being too loud and noisy outside. She then stated that the kids get loud and that she should just let it go. She stated that she gets woken up by the kids all the time but she does not let it bother her. I asked if she heard anything that Mrs. Clark stated and she stated that she did not, she just heard her yelling.
I then went to speak with Mrs. Clark. Mrs. Clark stated that her daughter was playing outside and she came over to her crying. She asked her what was wrong and she stated that Mrs. [VICTIM #1] yelled at her. She stated that she then went over and knocked on the door to speak with Mrs. [VICTIM #1]. She stated that she told Mrs. [VICTIM #1] to come get her when she has a issue with her kids and to not yell at her kids.
She stated Mrs. [VICTIM #1] started yelling at her and attempted to close the door on her. She stated that Mrs. [VICTIM #1] then threatened her with pepper spray if she did not back up out of the doorway, but she stated that she was not in the doorway. She then stated that she did kick her door. I asked her why she kicked the door and she stated that she kicked the door because Mrs. [VICTIM #1] shut the door in her face. I then asked her why she would kick the door because Mrs. [VICTIM #1] was shutting her own door to her apartment. She then stated “because she slammed the door in my face!”
After speaking with all parties, I believe that Mrs. Clark did intentionally place Mrs. [VICTIM #1] in reasonable apprehension of immediately receiving a violent injury when Mrs. Clark went to Mrs. [VICTIM #1] apartment and was arguing with her so loud that she was heard from the inside of the upstairs apartment. She then attempted to shut the door to her apartment and Mrs. Clark refusing to move and allow her to close the door. Mrs. [VICTIM #1] then had to threaten Mrs. Clark with pepper spray to get her to move to where she can properly secure her door, then have Mrs. Clark start kicking her apartment door.
I placed Mrs. Clark in custody for simple assault and disorderly conduct. I handcuffed her behind the back, checked for proper fit and double locked them. I then searched her for weapons and contraband, none were found. I then searched the rear of my patrol car for weapons and contraband, none were found. I then placed her in the back of my patrol car. Mrs. Clark requested that Mrs. [WITNESS #1] watch the listed juvenile until her mother could come and get her.
I then transported Mrs. Clark to the Walker County Jail. She was turned over to jail staff without incident. I then searched the rear of my patrol car for weapons and contraband, none were found.
