On 04/04/2026 at 1959 hours I, Officer McDaniel, was dispatched to 1882 North Main Street (Dairy Queen) in reference to a suspicious person lying in the grass beside the restaurant.
Once on scene I located a bicycle and saw a male subject across the parking lot facing the woods urinating. I got out with the subject and asked what he was doing. He stated he just woke up from taking a nap on the ground and had to use the bathroom. I explained to him that there are kids outside eating with their family at the outdoor seating located less than fifty feet away from where he was urinating and they could have saw him. I asked the subject for his I.D, the subject was identified as Kenneth Clifton. While speaking with Clifton I could smell an odor of an alcoholic beverage emitting from his breath. When I asked Clifton If he has been drinking, he stated it was around 1400 hours on this date.
At this point in time, I called Sergeant First Class Houser to assist with taking Clifton’s bicycle to the jail. Once Sgt. Houser arrived on scene, I placed Clifton into cuffs double locked and checked for fit. I told Clifton he was being arrested for OCGA 16-6-8 Public Indecency due to him urinating in a public place with eye witnesses and his admission of guilt (Dairy Queen). Once making it to my patrol car with Clifton, I searched him incident to arrest, nothing was found.
I transported Clifton to the jail without incident. Once Clifton got out of my patrol car no contraband was found in the back seat. Sgt. Houser brought Clifton’s bicycle to the jail and was also turned over to jail staff. Clifton was then turned over to the Walker County Jail.
