On 6 April 2026, at approximately 1644 hours, I, Cpl Jones, responded to the intersection of N. Main Street and Lawrence Street in reference to a BOLO vehicle that was located.
Upon arriving, I made contact with Lafayette Fire Department who stated they parked behind the listed BOLO vehicle at this intersection. The white Jeep Wrangler bearing GA Tag [REDACTED], had according to the caller, been involved in a Hit and Run at the intersection of N Main Street and Culberson Ave in Lafayette GA.
As I made contact with the driver of Unit 2, Kimberly Hall (offender), I observed the odor of an alcoholic beverage coming from her person. I asked if she were ok and she stated yes. While speaking with Mrs. Hall, I observed her to have very slurred speech and had difficulty completing full sentences. While she was looking for her proof of insurance, I made contact with the driver of Unit 1, [VICTIM #1] (other).
Mrs. [VICTIM #1] stated she was ok but upset about being hit. Mrs. [VICTIM #1] stated she was at the intersection of N. Main Street and Culberson Ave when she was hit in the rear end of her vehicle by Unit 2. Mrs. [VICTIM #1] stated that Unit 2 then drove away from the scene while she waited for law enforcement. Mrs. [VICTIM #1] then drove to the scene where Unit 2 was located after being advised by Walker Central Dispatch.
I then asked Mrs. Hall if she would be willing to perform field sobriety tests due to smelling the odor of an alcoholic beverage coming from her person. She stated yes and stated she had consumed one alcoholic beverage approximately one hour prior and taken what she said was her “night-time” medications. She was unable to remember the name of the medication. Mrs. Hall stated that she had taken approximately 4 of her night-time pills.
I asked Mrs. Hall if she had any injuries to her head or any balance issues, she stated no injuries but did have balance issues. I then advised Mrs. Hall to the Horizontal Gaze Nystagmus tests and asked if she could see without her glasses and she stated yes. I explained the test to her and had her stand with her feet together and hands down by her side. As I moved my finger from the center of Mrs. Hall’s face to her left side and then to her right side, I observed equal tracking in both eyes.
I also observed the lack of smooth pursuit and distinct and sustained nystagmus at maximum deviation. Mrs. Hall also had the onset of nystagmus prior to forty-five degrees. I also observed Mrs. Hall to have vertical nystagmus. Mrs. Hall attempted to complete the walk and turn test and was unable to balance. She then consented to the Preliminary Breath Test which showed a positive result for alcohol of .077.
I then advised Mrs. Hall that she was under arrest for the suspicion of Driving While Under the Influence of Drugs / Alcohol. Implied consent was read to Mrs. Hall to which she agreed to a breath sample. Implied Consent Card – DDS-354 (05-2019).
Mrs. Hall was placed into handcuffs which were checked for proper fit and double locked. She was then transported to the Walker County Detention Facility where she attempted to provide two breath samples for the test. During the breath test, Mrs. Hall was unable to provide two satisfactory breath samples and was read Implied Consent once again. Mrs. Hall then consented to a blood draw which was conducted by the Detention Facility Nurse, [REDACTED] (other).
During my investigation, it was determined that Mrs. Hall was under the influence of a substance that had impaired her ability to safely operate a motor vehicle and taken into custody. She was cited for O.C.G.A 40-6-391- Driving Under the Influence of Drugs / Alcohol (120000708) and O.C.G.A 40-6-270 – Hit and Run (120000709). The blood draw kit has been placed into evidence refrigerator at the Lafayette Police Department. Mrs. Hall’s vehicle was turned over to her husband [REDACTED] at the scene.
