On 07/03/2025 at approximately 1720 hours, I, Sergeant Houser, responded to [800 BLOCK] Smallwood Street in reference to a welfare check on [WITNESS #1]. [WITNESS #2], [WITNESS #1]’s mother, called and said that she wanted me to check and make sure he was okay because her other son, Maeniki Brown, was acting strangely and had killed her dog.

Upon arrival, I spoke with [WITNESS #2], who arrived on scene just before I did. She stated that she had received a phone call from [WITNESS #1] around 1500 hours and said that Maeniki had killed her dog. She said that she then started driving home and then went inside and observed her dog deceased in a trash bag. I asked if Maeniki had any mental health issues and she stated that he had PTSD and Bi-polar diagnosis.

I then went inside the residence and located Maeniki inside the living room of the residence. He was lying on the floor, in the corner of the room, watching a movie on a tablet. I asked him what happened, and he said “nothing” at first. I then asked if he had killed a dog and he said “yes”. I asked him “why” and he said, “because that dog did not have a nutsack and can’t reproduce”. I asked if he just killed the dog simply because it could not reproduce and he said “yeah, pretty much”.

I asked him how he killed the dog, and he said that he hung the dog from its collar using a nail in the wall till it suffocated. I then located the deceased dog that was in a trash bag in the kitchen of the residence. I took photos of the deceased dog for reference. I then placed Maeniki under arrest for cruelty to animals for maliciously killing a dog simply because it could not reproduce. He was placed in handcuffs behind his back; the handcuffs were checked for fit and then double locked. He was placed in the rear seat of Patrolman McDaniel’s vehicle for transport to the jail.

Patrolman McDaniel transported the male to jail without incident while I remained on scene gathering additional information for the report. I then met him at the jail to complete all necessary paperwork.
