On 23 NOV 25 at approximately 2320 hours I responded to the area of Highway 78 Westbound and the Marable Street bridge in reference to a disabled vehicle.

Upon arrival I observed a gold Toyota passenger car to the right of the fog line with it’s hazard lights on. I made contact with the complainant, Adam Hill. He stated that he had a flat tire and was attempting to change the tire, the jack that he had was not working properly, so he was unable to lift the vehicle to change the tire. He repeatedly apologized for calling 911 for this issue, and I assured him that it was OK. He seemed distraught and frustrated at the situation.

Due to liability reasons, I did not attempt to change the tire, but I asked if there was anyone he could call that could bring a jack. He stated no. He repeatedly stated that his phone was at two percent charge. I offered for Hill to use my phone and he declined. I also offered my charger for his phone, and again he declined.

I then helped Hill with his attempted repair by illuminating the work area with my flashlight, but the jack was not going to work. I then advised that he call a tow truck and see if they could respond. He called, and stated that they wanted three hundred dollars to come and he stated that he was not going to pay that. I offered to call Taylor’s Wrecker Service, as I knew they are 24 hours and offer this type of service.

I spoke with the dispatcher for Taylors. She stated that she could have a truck on the way and the cost would be ninety dollars. I asked Hill if this was acceptable and he stated do they take cash, and the dispatcher confirmed they did. Hill then agreed to have Taylors come assist.

While on scene, I did not observe any contraband in the vehicle in plain view. I did observe damage to the passenger side of his vehicle, but given the age of the vehicle, and the general condition of the vehicle, I did not find it not be cause for concern at that time.

I advised Hill that Taylors was about twenty minutes out. Given that Hill’s vehicle was completely off the roadway, his emergency hazard lights were on and functioning, and Taylors was on the way, I returned to service.

At approximately 2351 hours I was dispatched to a call of a dispute at Deer Acres Inn in reference to the driver from Taylors stating a subject had not paid for services and fled the scene. Upon arrival, I saw the truck from Taylors parked in front of the motel with the driver’s door open. Due to the emergency lights being active on the wrecker, my visibility was limited.

Upon exiting my vehicle, I heard the driver for Taylor’s, [VICTIM #1], stating that he ran and was pointing in the direction of the motel. When I looked in the direction that [VICTIM #1] was pointing, I observed a white male with red hair and a black t–shirt running behind the motel and out of my sightline. I was able to surmise that the fleeing male was in fact Adam Hill from the call earlier that evening.

As I beginning to pursue Hill, [VICTIM #1] stated that Hill had hit him with his car as he was fleeing. I requested additional units respond and gave a description of Hill along with possible charges. I lost visual contact when Hill ran around the back of the motel.

SGT Studdard advised that due to the nature of the charges (aggravated assault), responding officers should set up a perimeter in preparation for a canine deployment. SGT Studdard told me to set the far perimeter at Tanglewood Dr, so I left and while on the way, OFC Priest had contact with Hill and took him into custody without incident.

I then returned to Deer Acres and spoke with [VICTIM #1]. He stated that he arrived on scene on 78 and changed the tire. When he went to collect payment, Hill tried to pay [VICTIM #1] sixty dollars in cash. [VICTIM #1] informed him that that was not the agreed price, then Hill presented [VICTIM #1] with a bank card that was declined twice. [VICTIM #1] advised that if Hill could not pay, the car would be impounded. Hill then got in his vehicle, started the engine, and then began to flee the scene.

While fleeing the scene Hill drove his vehicle directly at [VICTIM #1], striking him in the leg, before fleeing the scene. [VICTIM #1]’s back was towards HWY 78 with the now moving motor vehicle driving towards him. The action made [VICTIM #1] have to decide to either get hit by the vehicle that was fleeing, or back up blindly into highway 78 and into oncoming traffic, making any action taken on his part putting his life at risk.

[VICTIM #1] stated that at some point during this event, he struck Hill as he was fleeing in his vehicle. [VICTIM #1] then returned to his truck, and followed Hill to Deer Acres where he contacted 911. [VICTIM #1] stated that during the initial assault, he had sustained an injury on the underside of his right arm.

SGT Studdard completed the vehicle inventory and the vehicle was removed from the scene by Taylors. I provided [VICTIM #1] with a case card, and OFC Priest and I transported Hill to Walton County Jail where he was turned over to staff without incident.
