On 2/28/2026 at 6:33pm, I, Officer Ashmore was dispatched to the Arbys restaurant located at 2140 West Spring Street in reference to a welfare check. Before my arrival dispatch informed me of a thin built caucasian female with no shoes on possibly intoxicated or on drugs talking about running into traffic, sitting in the store.
Upon my arrival I spoke with the restaurant employee who advised that the female walked into the store roughly an hour ago. I asked him if she had conducted business by purchasing anything to which he said that she had not (loitering). I then made contact with the female. Upon walking up to her she was laying in the booth. She then asked me for a lighter. I told her I did not have one.
Upon speaking to her I could detect both the odor of marijuana and alcohol coming from her person. I also noticed a bottle of Crown Royal sitting on the table that was 3/4 empty. I also noticed two more miscellaneous alcohol bottles one of which was on the table and the other was sticking out of her purse in plain view neither of which were full. Due to the odor of alcohol, her mannerisms and the bottles on the table I believed her to be under the influence of alcohol.
I asked her if she was suicidal to which she said that she was not. I then asked her if she had a ride on the way to which she said that she did. She then got up to go to the bathroom and I told her to wait as I still had questions to ask her. She then began cursing (saying the word “F*cking”) in public to the point that a small child roughly 5-6 years old who was standing at the fountain drink machine behind her had to cover his ears. (Disorderly Conduct and Public Drunk).
The female was then placed under arrest for for Disorderly Conduct, Loitering and Public Intoxication. She was handcuffed in the back. The cuffs were checked for fit and double locked. When asked, her name and DOB she provided “Amber Stephens [REDACTED]”. After she was placed in handcuffs I began searching her purse incident to arrest due to it being in her immediate possession and the fact that there was an alcohol bottle sticking out of it.
Once began doing this the female was continuing to make a scene in the restaurant. I walked the female subject to my vehicle, searched her incident to arrest and placed her in my patrol car. While doing this I was informed by dispatch that her name was not coming back on file through GCIC. I then finished searching her purse incident to arrest. In side of her purse also located a plastic bag with a small amount of a green leafy substance consistent with marijuana wrapped up inside (Possession of Marijuana less then one ounce).
It was eventually discovered that the female subject had given me a false name and DOB (Disorderly Conduct). This was realized due to the fact that she was carrying her license plate for her vehicle in her purse. Her true name and DOB was Amber-Marie Lisly [REDACTED]. Before leaving the Arbys her three alcohol bottles were disposed of. Amber was then transported to the WCSO accordingly.
Upon arrival she was handed over to the jail staff along with her purse and other belongings without incident. After leaving the jail I checked my backseat for any loose items or contraband none of which was found. The marijuana has since been placed into evidence accordingly.
