On April 27, 2026 at approximately 1653 hours I, Sergeant Silverberg, responded to 140 Blaine Street (Monroe Police Department) in reference to an assault call.
Upon my arrival I made contact with the complainant/victim [VICTIM #1]. Ms. [VICTIM #1] explained that while working at San Andreas as a bartender on April 24, 2026 she was sexually assaulted by a customer. I asked her to explain to me what happened. She stated that a regular named Chance Luther was in the restaurant drinking and became intoxicated. She stated that he asked for another drink. She explained that she went to speak to a manager about serving him another drink due to his intoxication. She explained to her he was too intoxicated to be served anymore.
While speaking to the manager the male went to the front of the restaurant and put on a waiters apron and began folded silverware. He then went behind the bar to where she was. She told him multiple times he did not need to be back there but he would not leave the area. She then asked for management to assist her. Since nothing was being done she went back to doing her job.
While cleaning her work area she stated that the male grabbed her butt and moved his hand towards her inner thigh. She pushed him away and then told management. She had a video on her phone of the incident. In the video I was able to see the male behind the bar wearing the apron. While Ms. [VICTIM #1] had her back towards him I observed him walk over to her, make his hand into a cupping manner and reach for her butt. Due to the camera angle I was not able to see the actual contact.
Ms. [VICTIM #1] states she does wish to press charges on the male. She was given a case card and asked to send the video via email so it can be added to the report. Corporal Jones was able to locate an Eddie Chance Luther who Ms. [VICTIM #1] positively identified as the male. He does have a Spillman profile but no phone number attached. As of this time I have not received the video through email.
