On 10/08/2025, at approximately 2355 hours, I responded to [200 BLOCK] Aycock Avenue; The Jax Apartments; the [REDACTED]’s building, in reference to a disturbing the peace call. It was advised that the complainant could hear what sounded like dragging noises coming from the apartment above his.

Upon my arrival at the apartment complex, while I was attempting to locate the building, dispatch advised that a second call was being called in, in reference to a domestic dispute at the Jax Apartments. It was advised that the complainant, [VICTIM #1] stated that his girlfriend, Gracie Stephens had pulled a knife on him and had that she was now in their eight month old sons room. It was advised that she was also intoxicated.

I drove to the front entrance of the apartment complex, near Aycock Avenue, and made contact with [VICTIM #1]; he was visually upset and frustrated at having to have called the police. He was asked what building they lived in and what apartment number, and he could not tell me. He advised that they had just recently moved in and that he did not know the apartment number, but that he knew how to get there.

He advised that she had started drinking, had attacked him approximately four times, and that she was eight months postpartum. He stated that they had been fighting about “dumb sh*t” and that she had grabbed the knife and pointed it at him. He stated that he was just worried the knife and his son.

Officer Kitchen had arrived on scene, and him and I began following [VICTIM #1] to their apartment building. He remained upset on the walk to the building and freaked out when I began shinning my flashlight on the dark apartment buildings; asking me to please not do that, due to not wanting her to see the light and do something crazy.

Upon arriving at the apartment building, I observed the offender, Gracie Anne Stephens standing on the second floor balcony of their apartment. I asked if she had any weapons, to which she replied that she did not. We followed [VICTIM #1] up the flight of stairs and to the right, to get to the front door of the apartment. Once at the residence, contact with Gracie was made at the front door of the residence. Officer Kitchen and I made entry into the residence with Gracie and [VICTIM #1].

When we first entered the residence, Gracie made the statement that she was a little intoxicated, and that she was just sad that her friend was gone; at that time I was standing in the kitchen area and observed a pair of scissors lying on the counter to my left, next to a butcher block holding an assortment of knives. I placed the scissors in an empty spot on the block and moved it to the side.

Officer Kitchen then asked Gracie if she wanted to step onto the balcony and speak. I remained inside the living area with [VICTIM #1], and asked about checking on their son, [REDACTED BY AGENCY]. I followed [VICTIM #1] into a bedroom on the right and observed the baby sleeping peacefully in the crib, [VICTIM #1] retrieved him from the bed and we went back to the living area. I held [REDACTED BY AGENCY] while [VICTIM #1] retrieved his drivers license. He took [REDACTED BY AGENCY] back and gave me his ID, and then took [REDACTED BY AGENCY] out the front door of the residence.

I remained inside and looked around the room for evidence of a dispute, only seeing a tall countertop chair that appeared to be out of place. I stood by the balcony door listening to Officer Kitchen speaking with Gracie. She was advising of the amount of shots (4-5) that she had taken. She advised that [VICTIM #1] had left to go to the gym telling her that he did not want to hear her crying and listening to sad music. She stated that he came back up to the apartment and that she was still crying. She advised that she had recently moved here from Alto GA, way from her parents. She continued speaking with Officer Kitchens, and I relocated to the outside breezeway to speak with [VICTIM #1].

[VICTIM #1] stated that Gracie had stated drinking earlier and was trying to get him to drink with her and he advised that he did not want to drink in the middle of the week. He advised that Gracie is a recovering addict. He advised that their son, [REDACTED BY AGENCY] is eight months old. He stated that he and Gracie are not married, however they are engaged, and have been together for approximately two years. He stated that he has never seen her (Gracie) act the way she had tonight.

I then relocated back inside the residence with Officer Kitchen and Gracie. She continued speaking with Officer Kitchen. He asked her about what would cause a neighbor to call about the noise, and she advised it was their tone of their voices and him telling her to turn the music off. Kitchen asked her about anything physical occurring during the dispute, to include knives of any other weapons, and Gracie stated nothing physical occurred and no weapons were present.

Gracie stated speaking about a friend of her being gone, that was causing her to be upset. The friend she was referring to had recently checked herself into Ridgeview voluntarily to receive treatment. While standing there, I heard a commotion in the breezeway and step out to see what it was. It was Officer Robertson with [VICTIM #1], watching a video on [VICTIM #1]’s phone; it was a video of the dispute.

In the video, Gracie can be observed striking [VICTIM #1] multiple times, and then grabbing a knife from the previously observed butcher block in the kitchen. She is observed holding the knife in her right hand, above shoulder level, coming at him in a manner consistent with attempting to stab someone. After observing the video, I went back into the apartment to further speak with Gracie. She explained again about her friend being in Ridgeview, and maintained the story that nothing physical had occurred between she and [VICTIM #1].

When asked if he had put his hands on her she advised that he had not. Having seen the video, Gracie was placed under arrest for OCGA 16-5-23.1; Family Violence battery, and OCGA 16-5-21; aggravated assault. She was placed into handcuffs behind her back, which were checked for fit and double locked. She was escorted to my patrol vehicle, and placed into the back seat, which was checked prior to and afterwards for contraband, with negative findings.

Officer Robertson had [VICTIM #1] send the videos to my city issued cell phone, and took photos for the visible marks on [VICTIM #1]’s body from the assault. Those photos and videos will be uploaded to a flash drive and placed into evidence at the police department. Gracie was transported to the Monroe Police Department to be fingerprinted. While enroute, she kept asking why [VICTIM #1] was not going to jail and was concerned for [REDACTED BY AGENCY].

Once at the PD, while in the fingerprint room, Gracie was read the Miranda Warning, which she advised that she understood and waived. When asked about the videos was was alleging to have of [VICTIM #1], and she advised that they were of him yelling at her. She advised that he had not put his hands on her during the dispute.

Gracie was fingerprinted, then escorted back to my patrol vehicle. While she was climbing back in the back seat, I observed a series of horizontal cuts/scratches on her upper right thigh. Still being under Miranda, she was asked about the marks. She advised that [VICTIM #1] had done those to her with a knife. Looking closer at the marks, the were observed to be shallow scratches with dried blood. Later, while reviewing a second video that [VICTIM #1] had sent, he can be heard asking her about the marks on her leg, and asking her where the knife was at. Based on the totality of the circumstances, it appears that the marks on Gracie’s leg are self-inflicted.

Gracie was transported to the Walton County Jail, and turned over to the jail staff without incident. A victim notification form was completed at the jail, and a project renewal form will be competed as well.
