At the above date and time, I CPL Jones responded to 2040 W Spring St in reference to a suspicious person call to assist in locating a suspicious male who was involved in trying to set the parking lot on fire by taking several pieces of cardboard and multiple matchboxes and setting them on fire directly above the fuel drop zone beside the fill port and the vapor recovery port last date during the night at around 2030 hours.
Myself and Ofc. Parson were able to observe the video which showed the male setting the fire (See Ofc. Parson Supp).
While searching the area to make contact with the male, who the complainant advised was back on location and sleeping behind the dumpster, I was able to make contact with him in the parking lot of the gas station directly across from where the original fire was set.
I approached the male and asked him what was going on and he did not respond to me. I asked him what he was doing and he said he did not know. I asked him where he was coming from and he stated that he did not know. I explained to him that we received a call about him and that was why I was getting out with him. I asked the subject for his name and he stated that he did not have a name and did not have a birthday.
At this time, Ofc. Parson and Ofc. Hunt arrived on scene to assist and I again asked for his name. The male advised the other officers that I was “retarded for thinking that he had a name”. I then asked the male if he wanted to provide his name, or if he wanted to go to jail. He then stated that he was not going to jail and then sat down on the curb. I asked if he going to provide his name and he stated no. The male was then handcuiffed behind his back, checked for proper fit, double locked, and searched.
In an attempt to get the male to his feet, he then went completely limp and had to be carried to the patrol car where he was placed in the back of my vehicle. He was then transported to the Monroe Police Department where he was identified through a Rapid ID device and was identified as Igor Marciel from Atlanta.
Igor was then transported to the Walton County Jail where he was released into their custody and charged with obstruction and Criminal Attempt to commit Arson in the second degree.
