On Saturday, November 8, 2025 at approximately 2020 hours I was patrolling in the area of West Spring Street near Mountain View Drive. I ran the tag [REDACTED] on the vehicle in front of me. It returned to a 2022 Kia Rio (silver in color). The registration came back with a suspended registration and no insurance. I initiated a traffic stop with the vehicle on West Spring Street near Breedlove Drive.

I approached the driver side window and I noticed that the driver had her arm out the window and her license in her hand. I greeted her and at that point she pulled her arm back in the window and asked what did she do. I asked her for her license and she asked what did she do. I asked for her license again and she handed it out the window to me and asked what did she do. I told her that I would now explain that to her.

She was on her phone already looking something up and not really paying attention to me as I was telling her about the registration coming back suspended and no insurance. She sticks her phone out the window and shows me a message where she claims to have paid the insurance on October 14th and it wasn’t due until November 14th. She had a bit of an attitude while I was talking with her and I told her that we go by what the stat system (GCIC) says and I didn’t care what her phone said.

I asked the driver who was identified as Lonna Conner Shotts according to her Alabama license. I asked her about the license and why she didn’t have a Georgia license and she said that she just got here. I asked how long ago and she said 3 weeks and she was staying with her daughter. I told her that I was going back to my patrol car to check her information.

I went another step further and went on the GAdrives.com site to check the vehicle registration information there. That site also showed the vehicle registration was suspended and had no insurance. I told dispatch to have the next list wrecker service respond. I requested another unit respond to my location for assistance because I knew she was going to give me problems once I told her the vehicle was being impounded. I then printed out citations for no insurance and suspended registration.

I approached Lonna and asked her to step to the rear of the vehicle so that I could go over her citations. She held up her phone and tried to show me that she went to GAdrives.com and tried telling me that it only showed the suspended registration. I pointed out to her that under the suspended registration that the vehicle is not insured. She argued that it was though. I began going over the citations and then I told her that I was also impounding the vehicle. She asked if she could call someone to come and get it and I said no.

The daughter started yelling and exited the vehicle. I told her to get back into the vehicle. Ofc. Ashmore walked over and started speaking to the daughter. I had Lonna sign the tickets and then told her that she could gather anything she needed out of the vehicle. She was then given copies of her citations. She snatched them out of my hand and stated, “thank you very fu*king much” while walking to the passenger side of her vehicle.

I was back at my vehicle working on the impound sheet and I could hear Lonna and her daughter both yelling and cussing. Lonna got into an argument with the tow truck driver over the keys of the vehicle. She told him that he wasn’t getting her keys. He told her that he needed them so he didn’t have to drag it up on the wrecker. She told him that she would drive it up on the wrecker but he wasn’t getting the keys.

I then exited my patrol unit and told Lonna and her daughter if they said another word they would both catch charges. I tried to tell Lonna that she could keep her house keys and all but the wrecker driver needed the ignition key. She still refused so I approached her and placed her under arrest for disorderly conduct. She was placed into handcuffs behind her back and double locked. She was then placed into the back of my patrol car. The car keys were given to the wrecker driver and I went back to finish my paperwork.

Lonna yelled, screamed, and cussed at me from the back seat. She even begged me to let her go and she would no cause anymore problems. I told her that we were past that and she was going to jail.

I spoke with Lonna’s daughter and she said that someone was coming to get her and the baby. I told her that they could come down to the police department to get Lonna in a little bit. I would release her on copy of citation there if she behaved. I could hear Lonna still yelling and cussing me from the back of my patrol car so I went back over to the daughter and told her that she needed a cooling off period and would be going down to the jail instead.

I transported Lonna to the Walton County Jail where I issued her another citation for disorderly conduct and released her to jail staff.
