On Friday, July 10, 2026, at approximately 6:34 P.M, I, Officer Hill, was dispatched to 614 E. Spring St. (Dairy Queen) in reference to a physical altercation that occurred in the parking lot behind the business, resulting in one individual sustaining injuries.

Upon arrival, I made contact with a male identified as [VICTIM #1] (DOB: [REDACTED]), who had multiple lacerations and visible signs consistent with having been involved in a physical altercation. I asked [VICTIM #1] if he was okay and whether he needed medical attention. [VICTIM #1] stated that he had struck his head on the ground during the incident. Due to his injuries, I requested that dispatch have EMS respond to the scene.

I asked [VICTIM #1] to explain what had occurred. [VICTIM #1] stated that he had been traveling eastbound on W. Spring St. toward GA Hwy. 78 and was stopped at the traffic light at the intersection of W. Spring St. and N. Wayne St. [VICTIM #1] stated that after receiving a green traffic signal, he proceeded through the intersection when he was nearly struck by a white Honda Accord (GA Tag: [REDACTED]). [VICTIM #1] stated that the Honda was traveling at a high rate of speed, crossed the double yellow centerline, and nearly collided with his vehicle.

The driver of the white Honda was later identified as Tristan Horn. [VICTIM #1] identified Tristan after I showed him the Spillman profile photograph associated with Tristan’s driver’s license. I advised [VICTIM #1] that the photograph was several years old and that Tristan’s current appearance would likely be thinner and no longer include braces. [VICTIM #1] later confirmed Tristan as the individual involved while I was speaking with him at Piedmont Walton Hospital as he was receiving treatment for his injuries.

[VICTIM #1] stated that he followed the white Honda because he observed that it was occupied by a young male driver and a young male passenger. Both vehicles eventually stopped in the parking lot of Dairy Queen. [VICTIM #1] stated that Tristan exited his vehicle, and [VICTIM #1] asked him how old he was and why he had been driving so recklessly. Tristan replied that he was 18 years old. [VICTIM #1] then asked to see Tristan’s driver’s license and attempted to photograph it, but Tristan quickly put it away.

[VICTIM #1] stated that Tristan then pushed him. [VICTIM #1] attempted to grab Tristan’s arms to prevent any further confrontation, at which time Tristan began striking him repeatedly with closed fists to the face and head. [VICTIM #1] stated he was knocked to the ground, causing his eyeglasses to come off, which prevented him from seeing clearly enough to defend himself. [VICTIM #1] got back to his feet and attempted to defend himself but was struck several more times, causing him to fall to the ground a second time and strike his head on the pavement.

Surveillance video was provided by the Dairy Queen manager. The video showed both vehicles parked behind the building near the drive-thru entrance. Tristan was shirtless and already outside of his vehicle when he approached [VICTIM #1], who was still seated inside his red vehicle. The video showed [VICTIM #1] exiting his vehicle and confronting Tristan regarding his driving. Tristan immediately assumed what appeared to be a fighting stance and appeared to be preparing for a physical confrontation.

The surveillance video was consistent with [VICTIM #1]’s account of the incident and will be attached to this report as evidence. The surveillance footage further showed Tristan striking [VICTIM #1] multiple times with closed fists, primarily targeting [VICTIM #1]’s head and facial area, while [VICTIM #1] attempted to defend himself.

Based on [VICTIM #1]’s visible injuries, including multiple lacerations and active bleeding, as well as the surveillance video corroborating his statement, warrants will be sought for Battery against Tristan Horn.
