On 10-20-2025 at 2214 hours while on patrol in the city of Monroe, I, K-9 Officer Palmer, was sitting stationary in the parking lot of Checkers (215 Highway 138 Monroe GA 30655) observing traffic flow on Highway 138. While doing so, I observed a gold in color Hummer H2 (GA Plate #[REDACTED]) pass by my location heading east. As the vehicle passed, I noticed the tag light was out and not working (see OCGA 40-8-23 D). For this reason, I pulled out behind the vehicle to perform a traffic stop.

I caught up to the vehicle on Highway 138 at its intersection with West Spring Street. The vehicle was in the turning lane to turn left onto West Spring Street. Once the light turned green, the vehicle made a left turn onto West Spring Street. I followed behind the vehicle and once we cleared the intersection, I activated my emergency lights which were clearly visible/distinguishable at the time of the stop (night time). The vehicle entered the turning lane and turned right into the entrance of Wal-Mart (2050 West Spring Street Monroe Ga 30655). The vehicle then made an additional right turn before turning into the gas pumps (Murphy USA). The vehicle pulled up to a gas pump where it came to a stop.

I exited my patrol vehicle and began approaching the vehicle. Upon doing so, I observed the driver’s door of the vehicle open. I then observed a black female (later identified to be Winifred Jones) exited the vehicle and began walking towards the Murphy USA convenience store. Unaware if Mrs. Jones was attempting to flee/elude the traffic stop via foot, advised Mrs. Jones to return to her vehicle and have a seat.

Mrs. Jones then turned, looked at me and continued walking towards the side door of the store. I again advised Mrs, Jones to return to her vehicle and have a seat. Mrs. Jones refused. I again advised her to return to the vehicle and have a seat. Mrs. Jones refused. I then asked Mrs. Jones if she was refusing to do what I asked her to do. Mrs. Jones did not answer this question and asked what she did. I again advised Mrs. Jones to return to her vehicle and have a seat. Mrs. Jones again asked what she did. I again advised Mrs. Jones to return the vehicle and have seat and I would explain to her (what she did/reason for the stop). Mrs. Jones again refused and stated, “I can stand out here and talk to you.”

At this point it was apparent Mrs. Jones was not going to comply with verbal commands to return to the vehicle (x5). As a result, I attempted place Mrs. Jones under arrest (willful obstruction of law enforcement). I advised her to turn around put her hands behind her back and she refused.

I then attempted grab Mrs. Jones right arm/wrist while again advising her to put her hands behind her back. Mrs. Jones again refused and pulled her right wrist/arm away from me. I then grabbed Mrs. Jones by her left wrist, pinned against the gas pumps and advised her (9) more times to place her hands behind her back to which she refused. I then forcefully put her left hand behind her back and secured her left arm/wrist in handcuffs. I grabbed her right arm/wrist and she continued to try and pull it forward. I was able to wrestle her right arm/wrist behind her back and secure it into handcuffs.

After being placed under arrest, I asked Mrs. Jones where he license were and she advised they were inside the vehicle. I then attempted to escort Mrs. Jones to the transport seat of my patrol vehicle and she began to stop moving her feet. As a result, I had to physically move Mrs. Jones. Mrs. Jones stated she was walking and I informed her she was not.

Once at the transport door, I advised Mrs. Jones (3) times to sit inside of my patrol vehicle. I informed Mrs. Jones if she continued to refuse I would have to assist her in getting inside the vehicle. Mrs. Jones refused further stating, “I can stand right here.” I then pushed Mrs. Jones body into the transport seat of my patrol vehicle followed by pushing her legs inside. Once she was inside the vehicle I closed the door.

I spoke with the farther of Mrs. Jones children, [REDACTED], who was now scene. I explained to Mr. [REDACTED] what had taken place and that Mrs. Jones refused to follow simple lawful commands. Mr. [REDACTED] later explained he lives in Athens and Mrs. Jones lives in Loganville. Mr. [REDACTED] advised they both agreed to meet at Wal-Mart this date to exchange custody of their children.

I initially informed Mr. [REDACTED] I was going to take Mrs. Jones to jail for obstruction. However after observing Mrs. Jones children on scene I decide to issue her a city ordinance citation for disorderly conduct and attempt to release her on copy of the citation (on scene). I conducted an inventory search of the vehicle for items of great value and Mrs. Jones driver’s license. I was finally able to locate her license inside of her purse. I later allowed Mr. [REDACTED] to take possession of the vehicle. I filled out a warning citation for the tag light violation and a city ordinance citation for disorderly conduct.

Once this was complete, I walked to the transport door of my patrol vehicle, opened it up and asked Mrs. Jones if I removed the handcuffs from her person was she going to comply with instructions from this officer. Mrs. Jones did not respond with a yes or a no and would only state, “I haven’t done anything.” I informed Mrs. Jones if she would sign for the citation, I would remove the handcuffs and she would be released. Mrs. Jones responded by stating she couldn’t sign the citations in handcuffs. I again asked her if I removed the handcuffs from her person, would she comply and sign the citations. Mrs. Jones would not answer. At this point it was apparent Mrs. Jones was still not going to comply.

Mrs. Jones taken to the Walton County Jail where he was turned over to staff on scene without incident. Mrs. Jones was issued a warning citation for the tag light violation and city ordinance citation for disorderly conduct. A copy of these citations were left in Mrs. Jones’ property bin at the jail.
