On Friday, March 20, 2026, at approximately 2147 hours, I, Sgt. Joseph Courtien (113), was dispatched to [200 BLOCK] Cypress Street in reference to a domestic dispute.

Upon arrival, I observed a child and two adult females standing in the doorway. The child waved me inside and pointed toward the individuals in the residence. Both adult females stated that everything was under control and that the situation was resolved. I advised them that law enforcement had received a 911 call and that we were required to investigate.

I asked who placed the 911 call, and the child, later identified as [VICTIM #1] (age 10), stated that she had made the call. I directed [VICTIM #1] to speak with Officer Adams while I attempted to gather information from the other involved parties.

Officer Adams later requested that I speak directly with [VICTIM #1]. I escorted [VICTIM #1] outside to obtain her statement. [VICTIM #1] advised that her aunt, later identified as Angela Lewis, had been drinking when she arrived at the residence. [VICTIM #1] stated that Angela Lewis placed a blanket over the head of a younger child and wrapped her arms around the child’s neck.

[VICTIM #1] identified the child as [VICTIM #2] (age 3). She further stated that her cousin, [VICTIM #3] (age 10), was present in the room and witnessed the incident.

After receiving this information, I instructed Officer Adams to place Angela Lewis into custody. Officer Adams then placed Angela Lewis under arrest, handcuffed her behind her back, double-locked the handcuffs, and secured her in the rear seat of his patrol vehicle.

I then made contact with [VICTIM #3], who provided a statement consistent with [VICTIM #1]’s account. [VICTIM #3] stated that Angela Lewis placed a blanket over [VICTIM #2]’s head and wrapped her arms around her neck while [VICTIM #2] was screaming for her to stop.

I also spoke with [VICTIM #4], the mother of [VICTIM #2], who was present at the scene. [VICTIM #4] stated that she did not witness the initial incident but was alerted when the children exited the bedroom yelling that Angela Lewis was choking [VICTIM #2]. [VICTIM #4] stated that she confronted Angela Lewis, which resulted in a verbal argument that escalated into a physical altercation. [VICTIM #4] reported that Angela Lewis began striking her, and she responded by striking Angela Lewis in self-defense.

I briefly spoke with [VICTIM #2] (age 3) and asked if she could explain what happened. [VICTIM #2] stated, in a clear voice, “She was mean to me and hit me.”

[VICTIM #1] and [VICTIM #3] then showed me the room where the incident occurred. Both stated that prior to placing the blanket over [VICTIM #2]’s head, Angela Lewis took a toy [VICTIM #2] was playing with and struck her on the head. I observed a visible bump on [VICTIM #2]’s forehead consistent with their statements. Both witnesses further stated that after striking [VICTIM #2], Angela Lewis placed a blanket over her head, wrapped her arms around her neck, pulled back, and wrapped her legs around [VICTIM #2]’s body.

EMS was requested to evaluate [VICTIM #2]. Upon arrival, EMS personnel advised that there was limited assessment they could perform on scene and offered transport to the hospital. [VICTIM #4] declined medical transport.

Angela Lewis was transported to the Washington County Detention Center, where she was turned over to jail staff for processing.

Warrants were obtained and signed by Judge Hatcher for Aggravated Assault strangulation, Simple Battery, Cruelty to children in the 2nd Degree, and two counts of Cruelty to children in the 3rd Degree.
