[NARRATIVE #1 on May 02, 2026]
On Saturday, May 2, 2026, at approximately 0159 hours, I, Sgt. Joseph Courtien (113), received a call from Officer Lawson Etheridge (121) requesting my presence at the scene of a traffic stop.
Officer Etheridge advised that he initiated the traffic stop after observing a vehicle traveling too fast for conditions. Upon approaching the vehicle, Officer Etheridge stated he detected a strong odor of marijuana emitting from inside the vehicle. I arrived on scene at 104 E Church St. (Waffle House) and, upon approach, I also immediately detected a strong odor of burnt marijuana emitting from the vehicle.
I made contact with the driver, who was identified as Demauriyeh Braddy. I asked Mr. Braddy if there was marijuana in the vehicle and when he had last smoked. Mr. Braddy stated that he only had a small amount of marijuana in the vehicle and advised that the last time he smoked was when he left his residence at approximately 2200 hours, which would have been approximately four hours prior to the stop.
I then asked Mr. Braddy, on a scale from 0 to 10, with 0 being completely sober and 10 being extremely impaired, where he would rate himself. Mr. Braddy stated that he was a “0.”
Based on the odor of burnt marijuana, the admission of recent marijuana use, and the totality of the circumstances, I requested that Mr. Braddy perform Standardized Field Sobriety Tests (SFSTs). Mr. Braddy agreed to perform the tests.
Standardized Field Sobriety Tests Conducted:
- Horizontal Gaze Nystagmus (HGN):
The HGN test was conducted in accordance with NHTSA standards. The following clues were observed:
- Lack of smooth pursuit: Present
- Distinct and sustained nystagmus at maximum deviation: Present at maximum deviation.
- Onset of nystagmus prior to 45 degrees: Both Eyes, Eyes would shake at 45 degrees
- Mr. Braddy moved his head to follow one time.
- Walk and Turn (WAT):
Instructions were explained and demonstrated to Mr. Braddy. Mr. Braddy was asked if they understood the instructions and stated “Yes”
Clues Observed:
- Can’t balance during instructions
- Started too soon twice
- Missed heel to toe
- Stepped of line
- Used arms for balancing
- Improper turn
- Wrong number of steps (14 starting and 12 returning)
- One Leg Stand (OLS):
Instructions were explained and demonstrated to Mr. Braddy. Mr. Braddy was asked if they understood the instructions and stated “Yes”.
Instead of completing the test as instructed, Mr. Braddy conducted the Walk and Turn again but pausing with his leg in the air for about 2 seconds before taking another step, taking 13 steps down the line and 13 steps back.
Advanced Roadside Impaired Driving Enforcement (ARIDE)
- LACK OF CONVERGENCE (LOC)
I conducted a Lack of Convergence test in accordance with my ARIDE training. The subject was instructed to follow a stimulus as it was slowly moved toward the bridge of the nose.
- Eyes did not converge
MODIFIED ROMBERG BALANCE
I administered the Modified Romberg Balance test in accordance with my ARIDE training. The subject was instructed to stand with feet together, head tilted slightly back, eyes closed, and to estimate the passage of 30 seconds.
Observed indicators: Body tremors, and eyelid tremors
Estimated 30 seconds: 29 seconds
Additional Observations:
- Mr. Braddy exhibited slow speech and delayed reactions.
- His eyes were watery.
- His pupils appeared dilated under normal lighting conditions.
- He showed difficulty following instructions and completing divided-attention tasks.
Based on the totality of the circumstances and my training and experience in SFST and ARIDE, I determined that Mr. Braddy was impaired to the extent that it was less safe for him to operate a motor vehicle and placed him under arrest for DUI Less Safe (Drugs – Marijuana).
Mr. Braddy was placed under arrest for DUI Less Safe (Drugs – Marijuana). He was read Georgia Implied Consent Notice for suspects under the age of 21, Mr. Braddy refused. Mr. Braddy was then transported to the Washington County Detention Center, where he was booked and charged accordingly. His vehicle was picked up by his mother.

[NARRATIVE #2 on May 02, 2026]
On 5/2/2026 at approximately 1:57 am I, Ofc. Etheridge, conducted a traffic stop at 104 E Church St.
Prior to conducting the traffic stop, I was on a routine patrol in the area of Hines St and Smith St. As I approached the intersection of Smith St from Hines St, I observed a gray in color Dodge Charger (Ga tag [REDACTED]) traveling south on Smith St. As soon as the vehicle passed, I turned left onto Smith St and observed the vehicle from behind. With the road conditions being wet with standing water in the road way, I estimated that the vehicle was traveling above the posted speed limit (35 mph) in relation to my own speed.
I also could smell a strong odor of marijuana coming from behind the gray Charger. I presumed the odor was emitting from the gray Charger due to the fact that the vehicle in question and my own were the only two vehicles on the road, and I just patrolled the area of Smith St a few minutes prior and did not detect the odor of marijuana beforehand. At that time I activated my emergency lights to initiate a traffic stop on the vehicle. The vehicle then came to a stop at the Waffle House (104 E Church St). I exited my patrol vehicle, made contact with the driver, identified as DEMAURIYEH Braddy, and explained the reason for the stop.
As I was speaking with Braddy, I immediately smelled the strong odor of fresh marijuana, as well as a cover spray, coming from inside the vehicle. I then radioed Sgt. Courtien for backup as I believed Braddy was possibly under the influence of marijuana and wanted Sgt. Couriten to conduct field sobriety testing (SFST)s as he is trained in advanced roadside impairment detection. When Sgt. Courtien arrived on the scene, I turned the investigation over to him.
While Sgt. Courtien conducted SFSTs, I searched the vehicle for any related paraphernalia. In the center console, I found a sealed bag of fresh marijuana. Sitting in the cup holder I found an electronic vape, which contained THC. In the glovebox I found the box for the THC vape. After the investigation was complete, Braddy advised he had a joint in his pocket which I missed when I initially pat searched him. I took the joint and discarded it.
Afterwards, I transported Braddy to the Washington County Sheriff’s Office where custody was relinquished to the jail staff. Before leaving the jail I searched the backseat area of my patrol vehicle for any constrained. After producing no contraband, I left the jail and returned to service.
