On May 3, 2026, at approximately 0200 hours, I, Officer Etheridge, was stationary at Jet Food Store #34 when I observed a black Jeep Grand Cherokee bearing Georgia tag [REDACTED] exit the parking lot with both tail lights not illuiminated. The vehicle proceeded northbound on Sparta Road.

I exited the parking lot, caught up to the vehicle, and activated my emergency lights to initiate a traffic stop. The vehicle came to a stop on Sparta Road just past Fall Line Freeway.

I exited my patrol vehicle and made contact with the driver, identified as Titia Harris. I introduced myself and explained the reason for the stop. While speaking with Harris, I observed thick, slow, and slurred speech, as well as watery, sleepy eyes. I also detected the odor of alcoholic beverages emitting from his person and noted slow, lethargic movements.

I asked Harris where he had been prior to leaving the Jet Food Store. Harris stated he had been at Club Elevate with friends and claimed that although others were drinking, he had not consumed any alcohol. I asked Harris to exit the vehicle while I obtained his driver’s license. While standing at the rear of the vehicle, Harris stumbled and leaned against the vehicle for support. I also observed an empty handgun holster in his front waistband. When questioned, Harris stated the firearm was not on his person but inside the vehicle.

I returned to my patrol vehicle and requested additional units. While waiting, I ran Harris’s information through the criminal database, which revealed an active warrant. I contacted dispatch to confirm, and dispatch advised the warrant was active.

Once additional units arrived, I made contact with Harris again and requested consent to conduct Standardized Field Sobriety Tests (SFSTs). Harris agreed.

During the Horizontal Gaze Nystagmus (HGN) test, Harris displayed the following clues:

  • Lack of smooth pursuit in both eyes
  • Distinct and sustained nystagmus in both eyes
  • Onset of nystagmus prior to 45 degrees in both eyes

A total of 6 out of 6 validated clues were observed. Additional observations included swaying during instructions. and moving head along with eyes.

During the Walk and Turn (WAT) test, Harris displayed the following clues:

  • Unable to maintain balance
  • Started too soon
  • Stopped while walking
  • Failed to touch heel-to-toe
  • Stepped off line
  • Raised arms for balance
  • Improper turn/loss of balance while turning
  • Incorrect number of steps

A total of 8 out of 8 validated clues were observed. Additional observations included stumbling and nearly falling.

During the One Leg Stand (OLS) test, Harris displayed the following clues:

  • Put foot down
  • Raised arms for balance
  • Swayed

A total of 3 out of 4 validated clues were observed. Additional observations included starting too soon and stumbling.

Based on my observations and Harris’s performance on the SFSTs, I placed Harris under arrest. I secured him in double-locked handcuffs behind his back and advised him of his active warrant. A pat-down search was conducted for officer safety, yielding no contraband. Harris was then secured in the rear of my patrol vehicle.

I read Harris the Georgia Implied Consent Notice for subjects over 21. Harris consented to testing. I then administered a preliminary breath test, which resulted in a positive reading of 0.207 BrAC.

I transported Harris to Washington County Regional Medical Center (WACO ER), where his blood was drawn by qualified medical personnel, identified as [REDACTED]. Two vials containing Harris’s blood were collected and sealed into a GBI Blood/Intox kit.

After completion of medical procedures, I transported Harris to the Sandersville Police Department for booking and processing. Harris was fingerprinted and cited with the following violations:

  • DUI – Alcohol Less Safe 1st (O.C.G.A. 40-6-391(a)(1)) 104A00239
  • Taillights Required (O.C.G.A. 40-8-23) 999A00026

A temporary driving permit sticker was affixed to one of Harris’s citations.

Upon completion of booking, I transported Harris to the Washington County Sheriff’s Office, where he was turned over to jail staff. Prior to returning to service, I searched the rear seat of my patrol vehicle for contraband, with negative results.

I then cleared the scene and returned to service.
