Officer’s Narrative:

On July 19, 2026 at approximately 1436 Officer Ellenburg (642) and I (677) responded to the Stay Lodge [REDACTED BY AGENCY] in reference to a domestic in progress. Prior to our arrival we were advised that the parties involved were separated.

When Officer Ellenburg arrived on scene, he attempted to speak to the suspect, Andrea. However, Andrea was not compliant. She stated multiple times that she had no reason to talk to us. While Officer Ellenburg was trying to speak with her, Andrea observed her sister, [VICTIM #1], and began to walk towards her while saying “you better not say sh*t.” Due to her non compliance, Officer Ellenburg placed her in handcuffs and sat her down on the side walk. Officer Ellenburg then went to speak with [VICTIM #1] while I stayed with Andrea.

It shall be noted that when I approached Andrea, she had a very strong smell of alcohol coming from her person. I asked Andrea what happened and she stated that she did not have to talk to me. I then informed her that she was incorrect because she was possibly involved in a possible crime. I then gave Andrea some space so that she could relax. After a few minutes I re-approached her and asked her if she needed EMS but she denied.

I then told her to give me her name and she stated that she did not need to give it to me. [VICTIM #1]’s husband, [WITNESS #1], then started walking down the stairwell. In doing so, Andrea yelled at him and said “you’re a p*ssy for calling the law.” It shall be noted that other residents at the apartment complex heard this and were also trying to get Andrea to calm down. Ultimately, Andrea decided that she did not want to give us a statement at all. I attempted multiple times speak with her but she chose not to do so.

Once [WITNESS #1] walked down the stairwell, I approached him and asked him what had happened. He stated that Andrea was over at their apartment. While she was there, Andrea got very intoxicated. He stated that she was getting out of control so they told her to leave. [VICTIM #1] and [WITNESS #1] verbally told her multiple times to leave but she refused. Eventually, they had to push her out of the residence so that she would get out.

Once she was outside they closed the door. [WITNESS #1] then stated that Andrea forced her way into the residence by breaking the door open. Once she forced her way into the residence, she began to fight her sister by hitting her in the face. [WITNESS #1] stated that he tried to separate [VICTIM #1] and Andrea but had a hard time doing so. This led him into calling 911.

While I was speaking with [WITNESS #1], I heard Andrea stand up and begin to walk away. I then ran towards her and told her to stop. She did not comply and began to run away. I then caught up to her and grabbed her by the arm while telling her to stop. Again, she did not comply and attempted to pull away from me, while trying to run away. At this point we were in the middle of the parking lot but I was able to hold her until we walked onto a near by grass area. At this point, she was still trying to pull away and stated that I was going to have to shoot her.

I then grabbed her by the left arm and pulled her towards the ground. While she was falling, I held her arm to keep tension and help prevent any possible injuries. Officer Ellenburg then came to assist me in picking her up. While we were walking to the patrol car, she was pulling away from us while using vulgar language. Officer Ellenburg briefly searched her person before securing her in his patrol vehicle.

I then approached the victim, [VICTIM #1]. She stated that her sister, Andrea, was over at her residence. She stated that while she was there, Andrea was very intoxicated and began to act loud and chaotic. [VICTIM #1] stated that she was going to take her home but was unable to do so due to her vehicle having problems.

[VICTIM #1] stated that she was able to get someone to work on her car so they were waiting for the car to be fixed so that [VICTIM #1] could take Andrea home. While waiting, Andrea got out of control and was told multiple times to leave the residence. Andrea refused to leave. [VICTIM #1] stated that she had to push Andrea out of the residence in order to get her out.

Once she was out of the residence, she closed the door and locked it. [VICTIM #1] then stated that Andrea forced her way into the residence by breaking the door open. Once Andrea got into the residence, she grabbed [VICTIM #1]. [VICTIM #1] stated that she is unsure what happened throughout the altercation but that she also had to use force to get Andrea off of her. [VICTIM #1] did have scratch marks on her face and neck. Pictures of [VICTIM #1]’s marks will be attached to the files.

[VICTIM #1] stated that she was not concerned about the physical altercation. She is concerned about the door because Andrea is the one who broke it.

Due to Andrea being heavily intoxicated and out of control, breaking the door, and attempting to run away, I decided to arrest her. Officer Ellenburg transported her to the W.C.S.O jail.

Andrea was charged with the following charges under warrant #26-1211

16 11 41 Public drunk
16 10 24 Obstruction of officer
16 11 39 Disorderly conduct
16 7 21 Criminal trespass

I served the warrant and explained the charges to Andrea. I observed one of her eyes being swollen but when I asked her about it she refused to speak.
