On 06-11-26 myself and Officer Warnack were dispatched to 1001 S Thornton Ave in reference to the caller, [VICTIM #1], saying that a male had put his hands on her. She advised that the male is Billy Hicks. She then advised that the male had left the area on foot in the direction of Needham Dr.
Officers Warnack and Teasley arrived in the area of Needham Dr prior to my arrival in the area. They advised they were getting out with the male subject. I then heard one of them ask for another unit on the radio just prior to arriving on scene with them. When I arrived Officers Warnack and Teasley had the subject on the ground and appeared to be placing handcuffs on him. Lt Locke had also arrived some time prior to my arrival and was also assisting them with keeping the subject still while cuffing him. Billy Hicks was then taken into custody. The warrant was confirmed and in hand at the jail for Billy Hicks.
I then went to the callers location to find out what had happened there. I looked around the area of 1001 S Thornton Ave but did not locate [VICTIM #1] anywhere. I asked some subjects outside and they advised she had left in her vehicle prior to my arrival. I then had dispatch contact her by phone. Dispatch advised that she had left but she would return to talk to me. After a few minutes [VICTIM #1] arrived back on scene.
I asked her what had happened earlier. She stated that she had gone to Greater Works to eat and was sitting with friends when Billy walked in and sat down near her. She said she told him that she was done and was no longer dating him and that he needed to leave her alone. She said that Billy became angry and started cursing at people inside Greater Works and causing a scene. She said that the staff asked him to leave and he did so without a fight. She said that she went outside and he began cursing at her again and threw water at her vehicle and some water had also gotten on her. She stated that she was dry now and was not bothered by this. She said that she did not want to press charges against him and only wanted him to leave her alone.
I explained to her how to obtain a restraining order through magistrate court if she wished. She said that she did not think it would be necessary now that he has gone to jail on the warrant. She advised he would be in jail long enough for her to leave the area and not be bothered by him again. She wished for no further action at this time. I asked Greater Works if they wished to trespass Billy and they advised that the did not want to trespass him.
While I spoke with [VICTIM #1], Officer Warnack transported Billy Hicks to jail. The warrant as well as new charges that arose from Billy fighting with Officer Warnack and officer Teasley were served on him at the jail by Officer Warnack.
