On February 25th 2026, at approximately 1956 hours I responded to [REDACTED BY AGENCY] in reference to an intoxicated female removing her clothing.

Once on scene I saw a shirtless female later identified as Blanca Martinez through the window, eating at a table. Note that Blanca did have a bra on. This was recorded on the dashcam of patrol car 65. The caller [WITNESS #1] stated that Blanca was exposing her breasts to her and her coworker [WITNESS #2]. She states that Blanca was making a mess with her food and eating it at the same time.

I walked up to Blanca and asked her what’s going on, she didn’t answer or seem to understand the question. She provided her name and date birth. I asked her to put on a shirt and she stood up to do so. Once she had some coverage I placed her in handcuffs and walked to her to the front of patrol car. She was searched incident to arrest. No contraband was found.

Her black purse contained an empty beer can and 3 unopened cans. The 3 beers where poured out and recorded on Officer Castillo body worn camera. Blanca did not answer if she was a U.S citizen and did not disclose any medical problems. I searched the back seat of my patrol car before and after transportation. Blanca was seat belted in.

I then called out my mileage and transported her to the WCSO. Once at the jail I called out my ending mileage. I secured my firearm in a lock box in the sally port. I escorted Blanca to the booking area and handed her and her belongings to the booking staff. I then retrieved my firearm before leaving the jail. Due to the call volume this date I was unable to apply for a warrant on Blanca for the charges below, I filled out warrantless arrest form (71111).
