Officer’s Narrative:

On 03/29/2026 at 2041 hours, myself and Officer Cruz responded to [REDACTED BY AGENCY] in reference to a disturbance in progress. Dispatch advised us that the caller stated that a black male, identified as Dominique Davis, has been trying to fight other patients all night and had assaulted two individuals with a chair.

As we were en route, dispatch stated that the individual was still being physical and verbal with other patients. Due to the seriousness of this situation, I activated my emergency lights and sirens and drove emergency traffic to the scene.

Upon arrival, the caller informed dispatch that they would be located at the top of the building. We went to the top entrance and both of the entry doors were locked. We then ran to the front of the building where we were let in the door by an employee. Upon entry, the employee informed us that the individual was in the hallway.

Due to the violence that the subject had already displayed, I drew my taser from the holster and kept it down by my side. I could hear an individual yelling through the double door. I opened the door and observed 3 subjects standing up and one subject sitting down. The subject sitting down was identified as Dominique. At this time, myself and Officer Cruz detained Dominique pending further investigation.

As Officer Cruz stood by with Dominique, I had a nurse let myself and Lt Woods through another set of double doors that led to where the incident occurred. I observed multiple individuals in this section of the building. The nurse pointed me to a female, later identified as [REDACTED BY AGENCY]. I asked her to step aside with me and tell me what happened. She stated that Dominique had been agitated all day, pacing back and forth and yelling “who the f*ck wants some?!” She stated that she attempted to calm him down but she stated the he believed that she was associated with the “Aryan Brotherhood” gang.

She stated that because of this, a verbal altercation ensued. She stated that as they were arguing, Dominique spit in her face. She stated that she then spit back at him and that this time, she stated that Dominique picked up a chair and hit her in the top of the head with it. I had [REDACTED BY AGENCY] point to on her head where she was hit. She pointed to the top of her head but I was unable to see any kind of injury or redness in the area of where she pointed. While telling me this, multiple other patients that were in the room stated that Dominique did in fact spit in her face first. She stated that at this point, another male stepped in and confronted Dominique.

The male who stepped in at this time to intervene was identified as [REDACTED BY AGENCY]. He stated that after he observed the violet actions of Dominique, he stated that he went up to Dominique and pushed him against the wall in an attempt to hold him back from committing any further violent acts he stated that Dominique pushed him to the ground and produced a chair and hit him. I asked [REDACTED BY AGENCY] how many times Dominique hit him with a chair and he stated he remembered getting hit twice but could not remember if it was more.

I then observed bleeding coming [REDACTED]’s right arm, on the back forearm/elbow area. It is important to note that wounds located in the area where [REDACTED BY AGENCY] were located are indicative of “defense wounds” caused by the human reaction to protect our head/face area, so we bring our arms up over our face with the back of our forearms facing the direction in which being attacked. [REDACTED BY AGENCY] stated that multiple other patients then grabbed hold of Dominique and essentially drug him into a different room in order to separate the parties involved and prevent Dominique from continuing his violent rampage.

While gathering statements from victims, Lt Woods interviewed an employee that witnessed the incident. I then spoke with the charge nurse who stated that Dominique was currently on [REDACTED BY AGENCY] she then gave me the original copy of his [REDACTED BY AGENCY] and the property that he brought with him.

At this time, Dominique was informed that he was under arrest and escorted outside to Officer Cruz’s vehicle where I conducted a search incident to arrest of his person. I then placed him in the back seat of the vehicle and buckled his seatbelt. Officer Cruz transported Dominique to the Whitfield County Jail. I met with Officer Cruz at the jail where I applied and was granted a warrant (warrant #w26-521) for the following charges:

• OCGA 16-5-21 Aggravated assault
• OCGA 16-5-23.1 Battery
• OCGA 16-11-39 Disorderly conduct

Once I obtained the warrant, I stamped the warrant and filled out the necessary information after explaining the warrant to Dominique. I then obtained a criminal history for Dominique and turned all paperwork into the booking staff. After ensuring that the booking staff did not need anything else from me, I returned to my vehicle and returned to service.
