Officer’s Narrative:

On December 20, 2025 at approximately 1056 hours, Lt. D. Rann, Sgt. C. Brunson, and Deputies J. Middlebrooks and T. Deaver were dispatched to [3100 BLOCK] Mount Pleasant Road NE in reference to a domestic dispute. The caller, [WITNESS #1], who was not on scene advised that a male on scene at the address had strangled the female on scene, [VICTIM #1]. Dispatch then advised that [WITNESS #1] then advised that the male has weapons on scene and has threatened to shoot himself and [VICTIM #1] if he sees the police.

Dispatch then spoke with [VICTIM #1] on scene who advised that she was scared and did not want law enforcement response. Dispatch then learned that [VICTIM #1] had her own vehicle. Dispatch then advised that [VICTIM #1] then left the scene and went to the gravel parking lot at the comer of Mount Pleasant Road and Cohutta Beaverdale Road. Dispatch then learned that the male offenders name was Josh Latimer.

Upon Deputy Denver’s arrival, Sgt. Bmnson, Lt. Rann were already on scene speaking with [VICTIM #1]. (Read Lt. Rann’s and Sgt. Bmnson’s supplemental in reference to the conversation). While on scene, Deputy Deaver checked call history and located a domestic report from July 12, 2025. Deputy Deaver read the report and understood that Joshua Latimer has Post Traumatic Stress Disorder (PTSD) and does not take any kind of medicine for it.

Deputy Deaver then understood that Joshua had threatened the life of [VICTIM #1] and her animals on scene. Due to [VICTIM #1] not telling Deputies on scene anything in reference to what happened that date. Deputies had cleared the incident.

Deputy Deaver then spoke with [WITNESS #1] who advised the following. She told Deputy Deaver to not let [VICTIM #1] talk Deputies into not doing anything because Joshua is a psychopath. She advised that [VICTIM #1] told her that Joshua had thrown her to the ground and strangled her. She then advised that [VICTIM #1] told her that she did not think she was going to live after the strangulation. She advised that [VICTIM #1] then advised Joshua then threw her out of the house and threatened to shoot himself. [VICTIM #1], and the cat if anyone showed up. She then advised [VICTIM #1] that she was going to call the police in which [VICTIM #1] told her, “No no no, he is going to kill me”. She advised that she then called [VICTIM #1]’s daughters [WITNESS #2] and [REDACTED].

Deputy Deaver then spoke with [WITNESS #2] who advised the following. She advised that this is not the first time and incidents similar to today’s have happened. She advised that she drove down from Oklahoma City, Oklahoma to help at one point. She advised that Joshua had threatened to kill the animals. [VICTIM #1], and himself. She then advised that Joshua gets into moods where he thinks that someone is always out to get him. She then advised that Joshua keeps her at the house to keep power over her.

After Sgt. Bmnson and Ll. Rann finished speaking with [VICTIM #1], Lt. Rann advised the following. He advised that Joshua had grabbed the back of [VICTIM #1]’s hoodie and yanked her to the ground, causing the hoodie to wrap around [VICTIM #1]’s neck. He advised that when [VICTIM #1] fell. [VICTIM #1] had landed on her left ring finger causing a visible injury. Deputy Deaver was also aware that Lt. Rann had listened to an audio recording on [VICTIM #1]’s phone. Lt. Rann then advised that Joshua had threatened to physically grab [VICTIM #1] and throw her outside of the residence. Deputy Deaver did observe dried blood on [VICTIM #1]’s left ring finger and a noticeable mark on the front side of her neck.

Based on what [VICTIM #1] had advised Lt. Rann and Sgt. Bmnson and what Lt. Rann heard over the recording. Deputy Deaver will attempt obtain a warrant through a Magistrate judge for Aggravated Assault (16-5-21), Terroristic Threats and Acts (16-11-37), and Battery Family Violence (16-5-23.1(1)).

Lt. Rann seized [VICTIM #1]’s telephone for evidence purposes. Deputy Deaver will enter the phone into Evidence.
