On this date, 2-9-25, I was dispatched to this location in reference to a seventeen year old that had shot a dog. When I arrived I made contact with [WITNESS #1]. [WITNESS #1] advised that she lived in the downstairs apartment and heard a gunshot from upstairs. She said she went to check on the family upstairs and saw that Edwin Ramirez had shot the dog his family owned in the front yard. She said that the dog was brought inside the apartment but had passed away from its wound. I could see a trail of blood on the sidewalk leading inside the house and [WITNESS #1] advised that it was blood from the dog.

Edwin’s mother, [WITNESS #2], came outside and I advised her that I needed to speak to Edwin. Edwin then came out and admitted to shooting the dog but said that it was an accident. While speaking to Edwin I could detect a strong odor of alcohol coming from his person/mouth area. I also noticed that Edwin had blood on his hands from the dog from carrying it inside. I asked him if he had been drinking and he would not answer. Edwin said that the gun was legal and belonged to a friend but he would not tell me who that person was. I asked [WITNESS #2] if I could go inside and retrieve the firearm and she advised that I could. She took me to the gun that had been wrapped in a blanket in the living room. The gun was a radical firearms AR-15 style rifle (serial 24-019779). I took the gun and secured it in my patrol vehicle as evidence.

I found it hard to believe that Edwin had shot the dog on accident due to his demeanor during our conversation. He kept arguing that he was allowed to do whatever he wanted on his property and could fire the gun on his own property if he wanted. He never showed any remorse and seemed more interested in arguing with me about the legality of having and shooting the gun on his own property then about being upset about what he did. I also tried to explain to Edwin that firing a gun in the city was against our ordinances due to the amount of citizens living closer together. I told him that what he did was reckless and if he missed the dog it was possible for the round to find its way to a house nearby. Again Edwin was only interested in arguing with me about being able to shoot the gun in his own yard. Pictures of the dog and the blood trail outside of the apartment will be attached to this report.

I decided to place Edwin under arrest for cruelty to animals (F), discharging a fire arm while intoxicated, underage consumption, and reckless conduct. I then transported Edwin to the Whitfield County Jail. During transport Edwin began speaking about summoning satan to come kill me and my family. He also said that he was going to die and go to hell then come back as a demon to haunt me and my family. This incident was recorded in my in car camera system. Once at the jail I turned Edwin over to booking staff. When they removed his handcuffs he began to lick the blood off his fingers and arm from the dog that he killed. I charged Edwin with the charges mentioned above on warrantless arrest #70005. Edwin blew a .120 BAC on a alco-sensor at the jail.

During this incident the suspect was advised that they were under arrest. The suspect was searched incident to the arrest. My patrol vehicle was searched prior to and following the transport of the suspect. The suspect was secured in a seatbelt during transport. While at the jail my department issued side arm was secured in a locker. The suspect and their belongings were handed over to booking staff at the jail with no issues. Booking staff was made aware of any medical or security risks at the time of handing them over. The suspect advised that they are a U.S. citizen.

The firearm and a cell phone that Edwin had on his person will be placed into evidence. The case will be closed by arrest.
