On June, 29th, 2026, Deputies Muse and Warren were dispatched to [300 BLOCK] Woodbranch Dr, in regards to a dog being kept in a cage behind the residence’s garage. The anonymous caller advised dispatch that they could see the dog’s ribs and that its ears were bleeding.
Deputies arrived on scene at [300 BLOCK] Woodbranch Dr and walked the property to investigate the callers concern. Deputy Muse did make contact with a large brown dog in a cage behind the residence. The dog appeared to be visibly malnourished. The dog’s ribs and rear hip bones were visible, and did appear to have an ear infection on its ears. The dog’s food and water bowls were dry and dusty.
Deputies then made contact with Elmer Molina-Castillo, which was the resident of [300 BLOCK] Woodbranch Dr. Deputies then asked Elmer if the dog had been sick and how long he had owned the dog.
Elmer stated that he has only had the dog for a week and that someone gave it to him for free on Facebook, but did not know the persons name. Elmer then stated that when he got the dog it was already like that. Elmer stated he had a medicine that he had been putting on the dog’s ears to keep flies away.
Elmer then started to give the dog water and had to wash the green mold out of the water bowl.
[WITNESS #1] stepped out of the residence and stated that she was Elmer’s daughter. Deputy Warren asked [WITNESS #1] how long had they owned the dog? [WITNESS #1] stated they had the dog for 2 years and confirmed that she doesn’t feed it, but Elmer allegedly fed him.
Deputy Warren then made contact with animal control, and they had advised that they would come out the next day to pick up the dog.
Deputy Muse then placed Elmer under arrest. Deputies then transported Elmer to the WCSO and charged him accordingly;
