On 11. Sept. 2026 I responded to a hit and run traffic crash near the intersection of Hamilton Street and Morris Street. Upon arrival I spoke with Mr. [VICTIM #1], the caller. He stated that he was backing out of a parking space and that he struck another vehicle. He stated that he got out and spoke to the driver of the other vehicle. He stated that he obtained a partial picture of the subject’s insurance card but that the subject then left the scene. He stated that the subject stated that he would return back to the scene but that he did not.
I looked at the photograph that Mr. [VICTIM #1] had of the insurance card. The insurance card had an address of [REDACTED BY AGENCY] on the card for the insured party. Mr. [VICTIM #1] stated that the subject was driving a Nissan passenger car and that there would be damage to the passenger’s side rear quarter panel. Due to the traffic crash occuring approximately 30 minutes prior and the subject not returning to the scene, I had disptach send a Varnell officer to the Dustin Drive address.
The officer that went to the address advised that the vehicle was on scene at the residence and that it did have the described damage. He then stated that a male subject had come out of the residence and identified himself as being the driver of the vehicle when it was involved in the traffic crash. He stated that he was Mr. Emanuel Alanis Lopez.
I then went to the address to speak with Mr. Alanis Lopez. Upon arrival I observed the damage to the vehicle and it was consistent to the damage that was described. I asked Mr. Alanis Lopez what happened and he stated that he was traveling on Hamilton Street and that another car backed into his vehicle. He stated that he told the subject that he would return but that he did not. Mr. Alanis Lopez stated that he was going to go back but that he just did not. I asked Mr. Alanis why he did not go back and he stated that he did not know.
I asked Mr. Alanis Lopez if he was the only person in the vehicle and he stated that he was. I checked Mr. Alanis Lopez’ driver’s license status and it showed that it was suspended numerous times. I asked Mr. Alaniz Lopez if he knew his license was suspended and he stated that he did. I then took Mr. Alanis Lopez into custody for driving on suspended license and hit and run. I searched him and placed him into the back seat of my patrol vehicle, after searching it. I secured him with the lap/shoulder belt.
I then transported him to the W.C.S.O. detention center without incident. Upon arrival I secured my firearm in the provided lock box and removed Mr. Alanis Lopez from the back seat. I then searched the back seat and escorted Mr. Alanis Lopez in to the booking area. I turned over Mr. Alanis Lopez and his property to the booking staff and went to central to have his criminal history run.
Upon a review of his criminal history, it was determined that this would be the third charge of driving on suspended license in a five year span. I charged Mr. Alanis Lopez with driving on suspended 3rd offense and hit and run on citations. I then explained the citations to Mr. Alanis Lopez and had him sign them.
A traffic crash report will be completed in the G.E.A.R.S. software with this same case number.
