Officer’s Narrative:

On 02/08/26, at approximately 1208 hours, I responded to 1287 N Glenwood Ave (Americas Thrift Store) in reference to a disturbance. The caller, an employee with the store, advised that a male in a wheelchair, identified later as Jackie Maney, was swinging around a machete on the sidewalk and yelling at another male.

Upon arrival, I made contact with Jackie on the sidewalk near the America’s Thrift Store. I did not observe a machete on or near Jackie. I approached Jackie and detained him in handcuffs. I asked him if he had any more weapons on him. He advised he did not. I then asked where he put his machete. He initially lied saying that he never had a machete with him. He later changed his statement and said that he had hidden the machete in the creek near the dollar store before police arrived. I asked Jackie if I could search him for any other weapons; he responded yes. I did not find any other weapons on his person.

I read Jackie his miranda rights. He stated he understood and would speak with me. I asked Jackie to explain what had happened earlier. He stated another male was threatening to beat him up and steal his machete. He advised that other male was named [VICTIM #1], and pointed [VICTIM #1] out as the male that was currently standing with Officer McBrayer. I asked Jackie when this threat from [VICTIM #1] occurred. He stated it happened several days ago. He does not remember the date exactly.

Jackie stated that today, he heard that [VICTIM #1] was near the Americas Thrift Store, bragging about how he had taken Jackie’s machete and beaten Jackie up. Jackie stated that he went to confront [VICTIM #1] about this lie. Jackie admitted to bringing his machete with him and waving it in the air. I asked him why he waved it in the air. He advised that he was taunting [VICTIM #1] to try and take it from him. Jackie stated that his intentions never were to harm [VICTIM #1].

I then made contact with [VICTIM #1]. [VICTIM #1] was identified as [VICTIM #1]. [VICTIM #1] stated that yesterday, he saw Jackie in the parking lot and Jackie got upset with him, accusing him of spreading lies. [VICTIM #1] stated that Jackie was telling him that another male named [REDACTED] had told Jackie that [VICTIM #1] was bragging about beating Jackie up. [VICTIM #1] stated that this was a lie and he had told Jackie as much. [VICTIM #1] advised that today, as he was walking east in the parking lot, he saw Jackie sitting near Chickfla. He stated that Jackie started yelling at him across the parking lot.

[VICTIM #1] stated that he turned around and walked back to the sidewalk next to Americas Thrift Store. [VICTIM #1] advised that as he was standing on the sidewalk, he saw Jackie rolling towards him in the parking lot, yelling at him still. As Jackie got closer, he pulled out a machete and started waving it in the air. [VICTIM #1] stated that Jackie was calling him a “b*tch” and said he was going to cut his head off. [VICTIM #1] stated that he walked inside the store to get away from Jackie.

I then spoke with a witness, [WITNESS #1]. [WITNESS #1] advised that he was sitting on the sidewalk next to the Americas Thrift Store when he saw [VICTIM #1] walk up. [WITNESS #1] stated that he heard Jackie screaming and cussing as he rolled up near where [VICTIM #1] was standing. [WITNESS #1] stated that he saw Jackie pull out a machete and wave it in the air above his head. [WITNESS #1] advised that he also heard Jackie say he was going to cut his ([VICTIM #1]’s) head off.

I spoke with one of the managers at the thrift store, [WITNESS #2]. [WITNESS #2] stated that none of her employees witnessed the incident but that they did have a costumer come inside to tell them about a male in a wheelchair waving a machete. [WITNESS #2] advised that they are familiar with Jackie as he often loiters outside in the parking lot causing issues with other homeless people. I asked [WITNESS #2] about the video camera outside near the sidewalk. She showed me that the camera was facing towards the parking lot and did not show any of the sidewalk. The incident occurred on the sidewalk and would not have been caught on camera.

Based on the witness’s statement and Jackie admitting to waving a machete in the air towards [VICTIM #1], the decision was made to arrest him for Terroristic Threats and Disorderly Conduct. I informed Jackie that he was under arrest. I searched him incident to arrest. He was then secured with a seatbelt in the back seat of my patrol vehicle. Jackie’s wheelchair was taken up to the jail by Lt Lowery. Jackie is a U.S. citizen.

I then transported Jackie to the Whitfield County Jail. At the jail, I secured my firearm in a box inside the sally port. Jackie and his belongings were handed over to booking staff. The back seat of my patrol vehicle was searched prior to and following transportation.

I applied for a warrant for Jackie’s charges. Warrant #w26-239 was approved and signed by judge Griffin for OCGA 16-11-37 Terroristic Threats and 16-11-39 Disorderly Conduct. I served the warrant to Jackie. It was signed and left with booking staff.
